DESCRIPTION

The University of California, San Diego, Environment, Health & Safety (EH&S) Research Assistance Program (RAP). Works under the direction of the Laboratory Safety Manager to independently supervise professional staff. Designs, develops, implements, and monitors the inspection program for laboratories, technical research areas, and clinical research areas. Supervises EH&S professional and technical staff engaged in inspecting, preventing, and implementing environmental health and safety programs.

Provides technical leadership, and functional guidance, supervises professional personnel, including the selection of staff, performance management evaluations, and taking corrective action to ensure the efficient operation of the RAP team. Ensures that quality control procedures are executed to effectively and efficiently monitor and meet lab safety, fire code, CAL-OSHA, and other state and federal regulations. Analyzes and resolves problems, interprets policies, and demonstrates solid subject matter knowledge. Drafts documentation and performs a content review of subordinate staff. Review construction plans to ensure compliance with the laboratory design guide and other state and federal regulations. Oversees safety compliance for campus leases involving research with hazardous materials and processes. Recommend changes to department procedures, policies, and practices.

May serve on system-wide technical committees to develop subject area improvements or compliance. Coordinating and overseeing logistics, materials, supplies, and standard operating procedures are required to support the inspection program. Requires High-level communication with researchers, faculty, committees, and research area Department Safety Coordinators.

QUALIFICATIONS

  • Bachelor’s degree in a related area and/or equivalent experience/training. An advanced degree in an appropriate scientific field such as chemistry, biochemistry, physics, biology, industrial hygiene, safety, engineering, or a closely related field, and three years of professional experience in a comprehensive environment health and safety program is preferred.
  • Comprehensive knowledge and understanding of EH&S technical requirements, logistics, materials and operations, rules, regulations, laws, etc. Advanced knowledge and understanding of chemical safety, risk mitigation, exposure controls, occupational health and safety processes, and familiarity with all EH&S fields.
  • Demonstrated knowledge of regulatory codes applicable to occupational health and industrial hygiene (California Code of Regulations Titles 8, 17 & 22, Health and Safety Code.
  • Demonstrated knowledge and experience evaluating health hazards in a campus research environment, including ventilation system performance and plan reviews, for a variety of work areas (offices, labs, shops, studios, field safety, etc.) to evaluate exposures and physical hazards to reduce injuries and illnesses.
  • Progressive lab safety experience in a comprehensive environment health and safety program, or an equivalent combination of education and experience.
  • Skills to effectively direct and supervise subordinate staff who are assigned duties in different programs; skills to effectively integrate several highly regulated subject and program areas. Demonstrated management, leadership and supervisory skills and ability to direct activities of 8 – 10 professional and technical staff.
  • Experience in managing a diverse group, communicates expectations and desired outcomes, reviews work, provides feedback and training. Model and advocates the UC San Diego Principles of Community. Provides personnel administration including selection, training, evaluation, and as required, corrective action. Provide guidance on performance standards and University procedures. Tracks staff performance, creates Professional Development plans, conduct annual performance appraisals. Make recommendations for employee incentive awards, salary increases, equities, merits, and reclassifications. Determines what discipline should be imposed for subordinates, with authority to apply such, and/or submits/recommends same to higher level management.
  • Solid written, verbal and interpersonal communications skills, including strong skills to interact successfully with a widely diverse population. Demonstrated professional communication skills with an ability to communicate honestly, positively, effectively and easily with all le levels of persons, including senior research staff and principal investigators. Positive attitude and excellent interpersonal and leadership skills. Ability to create, understand and analyze complex documents and reports.
  • Advanced computer skills including conceptual knowledge of database design and management; word processing; spreadsheet design and manipulations including development of charts, and presentation design and development. Dedicated commitment to customer service in an academic research environment.
  • Demonstrated ability to prepare meeting agendas, run productive meetings, and generate minutes. Provide accurate follow-through and communication of all action items
  • Solid skills to organize, prioritize and complete projects within budget and time constraints. Ability to work effectively in a dynamic university environment. Ability to change priorities and work on several projects at one time. Ability to organize and prioritize workload to meet deadlines. Demonstrated ability to maintain records accurately and process projects to completion. Strong organizational skills and ability to effectively manage large volumes of electronic and hard copy records.
  • Demonstrated knowledge of budget and personnel procedures. Ability to prioritize work tasks and efforts by appropriate risks. Using sound judgment for prioritizing.
  • Solid skills to appropriately, efficiently and effectively respond to emergencies and critical situations. Solid skills to appropriately and efficiently respond to and direct the response to emergencies and critical situations, including follow-up evaluation and critique of response efficacy; recommend, develop, and implement changes to emergency response as required.
  • Advanced skill to effectively represent the organization to state and federal authorities, and community groups.
  • Solid skills to perform detailed Injury and accident investigation with current root cause analysis.
  • Ability to be available on-call and return to campus on short notice as necessary during non-work hours for EHS related concerns / incidents. Knowledge and expertise in all subject areas across the EHS discipline. Knowledge, skills, and ability necessary to execute incident management activities safely and effectively. Ability to analyze situations, evaluate the need for additional EHS resources and/or activation of the EHS response team, and assume responsibility for incident management.
  • Ability to provide leadership during incident management until a transfer of responsibility takes place or the incident has been resolved. Knowledge of local, state, and federal regulations specific to general safety, occupational health and safety, chemical safety, biosafety, radiation safety, fire / life safety, emergency management, and environmental protection.

SPECIAL CONDITIONS

  • DOJ/FBI/DMV background checks and clearances required prior to hire.
  • Must possess and maintain a valid California Driver’s License and participate in the DMV “Pull Notice System” as required for daily operation of departmental cars/light trucks.
  • Serve as EHS Duty Officer. Must be available on-call 2-4 times per year for one-week shifts to respond to UCSD in the event of an after-hours, weekend or holiday incident involving hazardous materials or requests for services that are regularly provided by the EHS department. May be requested to respond back to campus throughout the year to respond to EHS related incidents and/or for services provided within the employee’s subject area of expertise.
  • May participate in the Respiratory Program, lab animal allergy program and may need some additional medical clearances to enter specific research areas.

Pay Transparency Act

Annual Full Pay Range: $71,000 – $160,000 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $34.00 – $76.63
