Washington State Department of Transportation (WSDOT) is the steward of an integrated, multimodal transportation system that helps to ensure people and goods move safely and efficiently throughout the state. The Opportunity
WSDOT is currently seeking two senior-level electrical technicians who have the ambition and skills to support the vast electrical infrastructure of Washington State’s South-Central Region. These technicians will perform installations, maintenance, and repairs of WSDOT’s electrical systems such as traffic signals, highway lighting, ITS equipment, electrical and/or electronic systems. These positions are critical in ensuring that our traffic signals and electrical equipment are operating at their best to keep our highways free of hazards and open to the traveling public year-round.

What to Expect
These positions require the ability respond to emergency situations in all weather conditions; 24 hours a day, 7 days a week; scheduled and nonscheduled overtime are also required.

Among the varied range of responsibilities held within this role, you will:

  • Diagnose problems and perform repairs on illumination systems, traffic signal systems and ITS equipment.
  • Ensure repairs are compliant with all NEC codes and WSDOT specifications.
  • Work from the ground and from man lift vehicles up to 50 feet.
  • Perform bench repairs and equipment pre-work in shop.
  • Assist Electronic/ITS Technicians in their troubleshooting efforts.
  • Identify circuit wiring with megger, tone tracer, power tracer, induction field tracer, locator, and metal detector.
  • Troubleshoot and repair equipment and circuit problems employing various pieces of common electrical and electronic test equipment.
  • Locate underground utilities and performs electrical inspections for Project and Construction offices.
  • Schedule and perform preventative maintenance on Traffic Signals, Illumination Systems, and various ITS equipment. Clean displays, paint backplates, verify vehicle and pedestrian detection/displays.
  • Clean cabinets, change filters, and remove graffiti.
  • Check all junction boxes for elevation and debris and conduit for corrosion.
  • Maintain records of maintenance activities, equipment used, and inventory consumption.

Qualifications
This position may be filled at the (TST C) or (TST D) depending on qualifications.

Required experience to qualify at the TST C level is ($71,520 – $87,144):

  • Current Washington State EL-01 General Journeyman Electrical License AND four (4) years of relevant industrial/commercial construction experience.

Required experience to qualify at the TST D level is ($75,120 – $91,524):

  • Current Washington State EL-01 General Journeyman Electrical License AND six (6) years of experience installing and maintaining traffic signals, highway lighting, and/or ITS equipment.

OR

  • Upon completion of two (2) years of satisfactory service as a Transportation Systems Technician C, successful completion of the training program for Transportation Systems Technician C, the incumbent will advance to the Traffic Systems Technician D level.

Candidates at any level are also required to have:

  • A high school diploma or GED equivalent.
  • Possession of a valid Class “B” Commercial Driver’s License (CDL) without airbrake restriction or ability to obtain within six (6) months from dale of hire. Agency will assist.
  • Effective communication skills both verbally and in writing with a wide variety of people, including, staff, peers, vendors, contractors, engineers, etc.
  • The ability to work at heights of up to 50 feet in, around, and over live traffic from various man lifts/boom trucks.
  • Experience operating various power and hand tools such as saws, conduit benders, electrical test equipment, and locate equipment.
  • The ability to manipulate and transport up to 50 pounds of equipment and move about unrestricted while climbing stairs/ladders/inclines and uneven terrain.
  • The ability to respond to emergency callouts 24 hours a day; 7 days a week.

It is preferred that qualified candidates also have:

  • Four (4) years of experience installing and maintaining traffic signals, highway lighting, and/or ITS equipment.
  • Relevant experience working out of a bucket truck around traffic and setting up traffic control to the M54-44.
  • Knowledge of IT networking principles and communication equipment.
  • Experience using tools for locating underground utilities.
  • Computer skills. Must be able to write work reports and cost estimates, input time, program devices using specialized software, and respond to internal/external customers.

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees’ Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems’ web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP). Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
