Responsibilities
What You’ll Be Doing
Our Homeland Security Sector’s Exercise Practice Area is the market leader for developing high-impact crisis simulations, exercises, and training events across a variety of security and resilience challenges. We have developed, executed, and evaluated hundreds of crisis simulations and exercises from the local level through the federal cabinet. Our experts help government leaders and private organizations explore multifaceted challenges to the nation’s security ranging from cybersecurity to natural disasters, to improvised nuclear device threats and complex coordinated terrorist attacks.
Cadmus seeks candidates to support upcoming training and exercises on emergency preparedness programs for both public and private sector clients, partners, and stakeholders. This position will support the National Guard Bureau (NGB) in the areas of Joint Military and interagency training, National Guard Joint Force Development, and Defense Support of Civil Authorities (DSCA). Successful candidates will support the design, execution, and evaluation of homeland security exercise programs covering a range of hazards, including terrorism, cybersecurity, and natural disasters. Candidates may also support policy assessment and analysis, policy research, professional writing, and/or strategic planning in the homeland security, national defense, or public policy fields. Some domestic travel is likely required for this position.

Active Secret Security Clearance is Required to be Considered
Responsibilities:
- Perform qualitative and quantitative research and analysis in support of domestic and interagency operations, joint force deployment, DSCA, emergency management, and training/exercise projects
- Develop and deliver classroom instruction, to include small group facilitation, on DSCA, National Emergency Preparedness, and response efforts
- Conduct policy analysis and research on homeland security, national defense, Chemical, Biological, Radiological, Nuclear (CBRN) issues, and policy-related topics under the direction of a project manager and working in collaboration with other team members
- Develop and maintain lesson plans with full instructor notes
- Assess, evaluate, and document student progress through formal and informal evaluation procedures
- Develop high-quality written communications products in Microsoft Office
- Support research, administration, and logistics for events
- Provide a strong attention to detail and adherence to a formal writing style guide to create consistent and professional reports, assessments, and other written deliverables
- Write, edit, and proofread data for use in documents or sections of documents such as manuals, procedures, specifications, special reports, and other deliverables, as required
Qualifications
Required Qualifications:
- Bachelor’s degree from an accredited university, preferably in a national security, public policy, political science, emergency management, or homeland security field
- Four (4) years of demonstrated instructional /facilitation experience who are qualified and trained in instructional system design; facilitators require experience in Small Group Facilitation or have completed an Instructor Training Course
- Possess an ACTIVE SECRET security clearance
- Knowledge in Joint Military and Joint Staff Operations, as well as CBRN Response Enterprise and Homeland Response Forces, preferred
- Excellent analytical, communication (oral and written), research, and presentation skills
- Strong attention to detail and the ability to self-edit and quality-check all original work
- Experience interacting with clients, to include implementing client requests and initiatives
- Proficiency in relevant software programs including Word, PowerPoint, and Excel
- Domestic travel may be required for this position
- Candidates selected may be subject to a security investigation and be able to meet eligibility requirements for access to classified information – requires US Citizenship

The minimum starting salary for this position is $60,000. The actual salary may be higher and will be determined by several factors, including relevant work experience, education, skills, and market competitiveness.
