What You’ll Be Doing

At Cadmus, our Homeland Security Line of Business provides clients with solutions to their most important analytical and policy challenges. We bring together a team of outstanding professionals who have earned a reputation of responsive and client-focused support for a wide range of homeland security and emergency preparedness agencies. Our client-oriented approach, coupled with our deep subject-matter expertise, enables us to bring an incisive edge to solving the most critical homeland security problems.

Our Homeland Security Sector seeks candidates to help the Federal Emergency Management Agency (FEMA) assess national resilience and evaluate the effectiveness of preparedness programs, including grant programs. Successful candidates will have experience or interest in emergency management, national preparedness, or resilience, as well as experience related to data analysis, program evaluation, or policy analysis. Successful candidates will also bring exceptional communication skills (written and oral), a strong attention-to-detail, and experience managing multiple projects or tasks simultaneously.

This position will support projects within our Emergency Management Practice Area and have varied analytical, program support, and management responsibilities. Potential projects/tasks might include: Designing analytical approaches to measure national preparedness and the effectiveness of preparedness programs, helping clients improve data collection and measurement; conducting qualitative and quantitative data collection and analysis, preparing reports and briefings for senior government officials and the public, coordinating stakeholder engagements, leading research efforts, engaging with clients, and leading small teams of junior analysts.

Responsibilities:

  • Support the design, execution, and interpretation of evaluation and analytical projects related to homeland security and emergency management
  • Use qualitative and quantitative methods to analyze preparedness data and conduct program evaluations
  • Manage and analyze large datasets
  • Develop strategies for improving emergency management data collections
  • Synthesize results of qualitative and quantitative analysis into written products, data visualizations, and oral presentations
  • Design stakeholder engagement strategies, communication materials, and technical assistance in support of evaluation and analytical work
  • Oversee a small team of junior analysts to develop analytical and evaluation products
  • Manage multiple, simultaneous tasks with minimal oversight

Qualifications

Required Qualifications:

  • Master’s degree in homeland security, emergency management, public policy/administration, or other social science field
  • Minimum three years of professional experience in data analytics, program evaluation, or policy analysis in a relevant field, preferably for federal clients (or with a government agency)
  • Excellent writing/editing, analytical, communication (oral and written), and presentation skills
  • Understanding of statistics and quantitative methodology
  • Experience using at least one statistical analysis software (e.g., STATA, SPSS, or R)
  • Proficiency in using Microsoft Excel for data management and analysis
  • Strong attention to detail and the ability to quality-check all work
  • Excellent organizational skills; ability to manage tasks and deadlines across multiple simultaneous projects
  • Ability to earn a Public Trust clearance
  • Candidates selected may be subject to a security investigation and, if required, should be able to meet eligibility requirements for access to classified information – requires U.S. Citizenship

Candidates must be eligible to work in the United States as a U.S Perm Resident or U.S. Citizen.

The estimated starting salary for this position is $70,000. The actual salary may be higher and will be determined by several factors, including relevant work experience, education, skills, and market competitiveness.
