DESCRIPTION OF WORK
This position is responsible for directing the Federal National Flood Insurance Program (NFIP) within Pennsylvania as well as managing the Commonwealth’s Floodplain Management & Insurance Program (FPM&IP) under the Director, Emergency Management Hazard Mitigation, Insurance and Resilient Communities Office within the Recovery Deputate.

This position determines and defines new and current policies for the NFIP; provides technical assistance to municipalities for developing, updating, and implementing the flood protection plan for Pennsylvania as mandated in Pennsylvania Floodplain Management (Act 166 of 1978); serves as a liaison between NFIP, participating communities, and the Federal Emergency Management Agency (FEMA) Region III/FEMA Headquarters; and implements floodplain management initiatives in accordance with agency goals to ensure that state and federal mandates and local floodplain needs are met, including conducting local program reviews, providing prompt complaint responses to officials and citizens, assisting in flood hazard mitigation planning efforts and disaster responses, and tracking program accomplishments. The Manager is the commonwealth’s Subject Manager Expert in FEMA’s NFIP Program Risk Rating 2.0.

The Manager serves as liaison with PA Department Environmental Protection (DEP) regarding the Storm Water Management (Act 167 of 1978) and the County Conservation Districts.

This Manager, along with PEMA’s Grants Management Director, also has responsibility for ensuring completion of the objectives and grant management requirements of FEMA’s annual Community Assistance Program State Services Support Element (CAP-SSSE), Cooperative Technical Partners (CTP) and High Hazard Potential Dam (HHPD) Grant Agreements with FEMA Region III. Additionally, is the Primary Point of Contact and Assessment of the FEMA Tiered State Framework and NFIP Delivery/State FPM Gap Analysis and resolution.

This position reports to the Office Director, Emergency Management Mitigation, Insurance and Resilient Communities, and is solely responsible for managing these programs.

Work Schedule and Additional Information:

  • Full-time employment.
  • Work hours are 8:00 am to 4:00 pm, Monday – Friday, with a 30-minute lunch.
  • Employee is subject to emergency duty within the Commonwealth Response Coordination Center.
  • Telework: You may have the opportunity to work from home (telework) part-time, no more than two days per week, after comprehensive on-site training is completed. In order to telework, you must have a securely configured high-speed internet connection. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY
QUALIFICATIONS
Minimum Experience and Training Requirements:

  • Two years of experience as an Emergency Management Specialist (commonwealth title); or
  • Five years of professional experience in the development, coordination, or promotion of emergency-related programs such as disaster relief, public safety, and emergency management in government, industry, education, or the military; and a bachelor’s degree; or
  • An equivalent combination of experience and training that includes three years of professional experience in the development, coordination, or promotion of emergency-related programs such as disaster relief, public safety, and emergency management in government, industry, education, or the military.

Necessary Special Requirements:

  • All positions require certification in the following courses from the FEMA Emergency Management Institute:
    • IS-100.C: Introduction to the Incident Command System
    • IS-700.B: An Introduction to the National Incident Management System
    • IS-800.D: National Response Framework, An Introduction
    • IS-2200: Basic Emergency Operations Center Functions

Other Requirements:

  • PA residency requirement is currently waived for this title.
