Description of Work
The Emergency Management Services Manager, under the general direction of the County Administrator/Deputy County Administrator, shall serve as the Manager of the Emergency Management Services Department for Muskegon County. In accordance with the Emergency Management Resolution this employee shall provide for the mitigation, preparedness, response and recovery from natural and human-made disasters within Muskegon County. The Emergency Management Services Manager shall provide for the coordination and utilization of resources in the County in an emergency or disaster situation and provide a means through which the Muskegon County Board of Commissioners may exercise authority and discharge responsibilities as necessary.
Required Minimum Entrance Qualifications
1. Possess a Bachelor’s degree in physical sciences, emergency management, criminal justice or environmental safety; or related field AND possess and maintain a State of Michigan Professional Emergency Manager Certification (PEM) within eighteen (18) months of employment;
OR Have a minimum of five (5) years full-time progressively responsible experience in emergency management, emergency communications, and emergency response administration; AND possess and maintain a State of Michigan Professional Emergency Manager Certification (PEM) at the time of application.
2. Possess a valid Michigan driver’s license.

PHYSICAL ACTIVITIES
This employee performs generally sedentary work activities and should be in good physical condition such as to permit the lifting of objects weighing up to thirty-five (35) pounds. This employee should also be able to handle stressful situations as the position may demand.
ENVIRONMENTAL CONDITIONS
An employee in this class generally works in the Emergency Management Services Department, although travel to locations both within and outside the County is encountered frequently.

EVALUATION CONTENT
The selected candidate must take a post-offer medical examination (including back screen and complete physical) and drug screening test given by a County appointed physician before the first day of employment. An offer of employment is contingent upon the results of the medical examination and drug screening test. Applicants for County employment may be subject to a post-offer criminal background check, depending on the nature and assignment of the position. When such check is conducted, an offer of employment is contingent upon the results of the criminal background check. Appointees must satisfactorily complete a probationary period before the appointment will be considered permanent.

PURPOSE
The purpose of this recruitment is to establish an eligible list from which to fill present and future vacancies in this classification in the County system. For each opening, the Department Head has her/his choice of the candidates who meet the required minimum entrance qualifications. This list remains in effect for three months unless exhausted or extended.
