EMSD Administrator

The New York City Housing Authority (NYCHA), the largest public housing authority in North America, was created in 1935 to provide decent, affordable housing for low- and moderate-income New Yorkers. NYCHA is home to 1 in 17 New Yorkers, providing affordable housing to 528,105 authorized residents through public housing and Permanent Affordability Commitment Together (PACT) programs as well as Section 8 housing. NYCHA has 177,569 apartments in 2,411 buildings across 335 conventional public housing and PACT developments. In addition, NYCHA connects residents to critical programs and services from external and internal partners, with a focus on economic opportunity, youth, seniors, and social services.

NYCHA’s Emergency Management and Services Department (EMSD) is charged with responding to all emergencies and hazards impacting essential services and day-to-day operations, to include large-scaled disasters. EMSD accomplishes this responsibility with a strategic network of public and private partners to ensure the protection of NYCHA’s infrastructure and the preparedness of its stakeholders, both internal and external. EMSD is comprised of three units – Preparedness Unit, Support Unit, and Response Unit.

The EMSD Response Unit, reporting to the Deputy Director of Response, manages all EMSD response operations, to include on-scene response and recovery efforts, establishing a centralized command, communication and control, and deployment of needed resources to properly respond to an incident impacting NYCHA staff and residents. EMSD Response is looking for a Response Administrator to oversee both in office and front-line staff responsible for handling response operations with EMSD.

The duties of the EMSD Response Administrator include, but not limited to the following:

1. Manage all citywide emergency operations, to include staff, resources and authorizing of emergency purchases.
2. Interpret and enforce NYCHA regulations, policies and procedures.
3. Oversee NYCHA’s Watch Center and EMSD’s dispatch operations.
4. Ensure the timely response to emergency conditions and disasters at field locations involving major incidents, media/press inquiries.
5. Manage a rotating shift schedule for shift operations staff within the Response Unit to ensure proper coverage needed for a 24/7 operation.
6. Monitor time and attendance of response unit, to include vacations, call outs etc.; ensuring disciplinary actions are issued when appropriate.
7. Run monthly T&A reports initiate follow up & disciplinary action, when necessary, lateness, missing swipes, etc.
8. Work with EMSD training coordinator to ensure attendance for mandatory trainings, follow up to ensure all staff are compliant.
9. Complete administrative tasks associated with daily duties and responsibilities as a Response Administrator.

Minimum Qual Requirements

1. A four year high school diploma or its educational equivalent, plus eight years of supervisory experience in the operation, repair and maintenance of large tenanted buildings; four years of which must have been in responsible charge of properties
having not less than seven maintenance and operations employees and at least 18 months of which must have been in an administrative capacity; or
2. Education and/or experience which is equivalent to “1” above. However, all candidates must have at least four years of experience in responsible charge of properties having not less than seven maintenance and operations employees, at least 18 months of which must have in an administrative capacity.

Preferred Skills

1. Working knowledge and technical background in various mechanical and service systems within a residential building
2. Exercise independent judgement and apply analytical skills to address complex problems. Anticipate potential roadblocks and conflicts, assist to avoid and address them, plan for contingencies; know when to flag issues for escalation.
3. Act and speak with discretion, acknowledge that much of the work done is sensitive; and must respect multiple types of stakeholders, balance caution and conservatism with values of transparency.
4. Ability to work in a high-pressure, team-structured environment and under stringent deadlines, while managing multiple assignments and handle sensitive information.
5. Work experience within a local, state, government, or social institution, to include a Public Housing Authority.
6. Experience working in an emergency management and/or coordination capacity.
7. Working knowledge of NIMS, ICS, and the coordination/management within an Emergency Operations Center.
8. Excellent verbal and written communication skills.

Additional Information

1. In order to operate a NYCHA vehicle, candidate must possess a valid US driver’s license in good standing (NYCHA does not restrict candidate who possesses a valid NYS driver’s license from CT, PA, or NJ).
2. Work requirements include nights, weekends and holidays.
