Salary Statement:
The salary for this position traditionally starts at $47,320 but may be commensurate with education or work experience.
Role Overview:
The Energy and Utilities Workforce Analyst contributes to fulfilling IHCDA’s mission by providing support to energy-related program managers, assisting in the development and growth of workforce related initiatives, building relationships with consultants contracted to assist with elements of workforce development as well as growing external workforce partnerships, and creating communication plans and monitoring timelines for workforce related special projects. This position will be a part of the Energy and Utility Programs Special Projects Team but will work closely with the Energy Assistance Program and the Weatherization teams.
A Day in the Life:
The essential functions of this role are as follows:
- Program Strategy (in partnership with Special Projects Manager)
- Understand and apply applicable program rules and policies
- Think critically and serve as a ‘sounding board’ for manager/team ideas
- Understand the importance of workforce development and building a workforce pipeline for Weatherization and other related programs
- Engage with Consultants, Partners and Stakeholders
- Actively build and maintain relationships with external partners and consultants around IHCDA’s Energy Programs workforce needs
- Engage with groups around issues of interest to IHCDA’s Energy Programs
- Work with partners, consultants, and other stakeholders to understand gaps in programming and opportunities for improvement
- Assist with planning and coordinating internal and external meetings
- Respond to questions regarding IHCDA’s Energy Programs workforce development initiatives
- Review scopes of work and modify approach/contract where needed
- Ensure consultant deliverables are submitted on time and meet Energy Program needs
- Create external and internal standard operating procedures for Special Projects
- Assist in drafting updates and other correspondence as requested
- Support Special Projects and Pilots
- Assist with grant writing
- Develop and maintain project timelines and communication calendars
- Draft and coordinate the RFP and contracting process for workforce initiatives
- Develop and coordinate the weatherization workforce scholarship program for Minority, Women, and Veteran Owned businesses
- Develop workforce marketing and outreach for Indiana’s Disadvantaged Communities
- Track trainings, certifications, and needs of weatherization network
- Plan events, outreach, training, and meetings to bolster workforce projects
- Develop and update reports on Special Projects workforce initiatives
- Coordinate with appropriate IHCDA staff on outreach to key stakeholders about initiatives
- Elevate issues to Manager and Director as needed
- General Team Support
- Maintain positive and successful working relationships with all members of the Community Programs staff as well as local service providers, consultants and other program partners
- Represent IHCDA and Community Programs on external committees, at sub-grantee events, trainings, conference calls and webinars and at national organizations events
- Acquire and maintain any certifications needed to perform job duties

What You’ll Need for Success:
You must meet the following requirements to be considered for employment:
- Bachelor’s degree required. Four years of professional-level experience may be substituted for a degree.
- At least 2 years of work experience required.
- Experience working with workforce development, partnership development, and program planning preferred.
