Job Duties

Are you knowledgeable about current and emerging energy efficiency technologies and policies? Do you have experience with clean energy financing products and programs? Do you want to be on the frontline of effective, innovative deployment of new federal resources by leading on the design and management of new energy efficiency and clean energy financing programs? Then look no further! The Virginia Department of Energy, State Energy Office (SEO), is seeking an Energy Efficiency and Financing Programs Manager to serve as a subject matter expert on energy efficiency and clean energy financing programs, policies, and practices.

The successful candidate will launch and manage a portfolio of new energy efficiency and financing programs using federal funding. Program management will likely entail procurement and management of external service providers. This work will be conducted in close partnership with a wide range of stakeholders and partners, including financial institutions and local governments. This position will also support a growing area of work around solar and energy efficiency workforce development. Join our growing, dynamic team during this exciting time for the State Energy Office!

This position is funded with federal funds expected to be available through September of 2026. This expected tenure as well as an extension beyond this date is contingent upon the availability of state and federal funding. This position has been designated as required to file a Statement of Economic Interest in accordance with Section 2.2-3114 of the Code of Virginia. The individual accepted for employment will have to pass a drug test and successfully complete reference checks as part of the Virginia Energy pre-employment process.

Minimum Qualifications

The successful candidate will have knowledge of and experience with:
• current and emerging energy efficiency and renewable energy technologies, financing methods and programs
• federal, state, and local policies as they apply to energy efficiency and clean energy financing programs
• project and program management
• government procurement practices and contracts

The successful candidate will have the ability to:
• communicate effectively orally and in writing and to analyze and communicate information clearly and concisely
• establish and maintain effective working relationships with federal, state, and local government officials, private sector consultants, vendors, and contractors, and civil society
• manage multiple projects simultaneously
• set program priorities and balance resources against program needs
• use computer business and communications application software such as Microsoft Office and Google products and applications
