General Description
Join our team as an Engineer II – Project Management!
The Engineer II-Project Management position ensures the application of sound Project Management and roadway planning and design standards, techniques, and processes as they relate to the development of Transportation Capital Improvement Projects (TCIP). Confers with consulting project engineers and contractors to ensure compliance with all applicable County Ordinances, Pasco County Land Development Code (LDC), Florida Department of Transportation (FDOT) standards, approved site plans, and American Disability Act (ADA) and Manual of Uniform Traffic Control Devices (MUTCD) specifications. Oversees capital expenditure and construction project budgets, coordinates and conducts contract scope and fee negotiations and monitoring. Oversees contractor’s labor for capital projects. Responsible for resolutions and recommendations concerning unplanned increases in project costs. Participates and supports strategic planning efforts, site specifications and standards. Performs quality control, constructability and value engineering reviews of plans and specifications. Manages, plans, coordinates the activities of staff, architects, engineers, contractors and vendors to complete the planning, design and construction of new CIP projects and safety i and capital improvements to existing facilities.
Essential Job Functions
- Manages, coordinates and provides technical review of engineering/transportation consultants’ design, plans, and specifications for TCIP construction projects and transportation studies and prepares review comments.
- Performs constructability and value engineering reviews of TCIP design projects.
- Performs related work as required, including but not limited to resolving construction inspection, QA/QC of agenda items and oversight of construction inspection/testing requirements and bond management.
- Prepares and reviews contract scopes, fee estimates and schedules for TCIP projects and participates in contract negotiations.
- Prepares project status reports and schedules as required.
- Provides review and coordination of utility providers’ Right-of-Way Use permits to reduce potential field conflicts.
- Prepares and processes task orders, contracts and agenda memorandums for Board approval of assigned projects.
- Attends Board meetings and creates presentations and other supporting documents, as needed.
- Completes other duties as assigned by a supervisor.
- Prepares bid/construction documents, reviews drawings, plans, and specifications with respect to code and health/safety issues.
- Develops criteria for consultant selection and participates in consultant selection committees for TCIP projects.
- Responds to citizen, public official and internal inquiries about TCIP projects.
- Attends public meetings and represents the County, as necessary.
- Conducts LAP interviews, field surveys, and filed inspections.
- Documents, resolves unplanned increases in project costs, and recommends solutions.
- Acts as liaison between County departments, elected officials, Assistant County Administrator, and Budget Officials in coordination of capital and construction project time frames, objectives, and funding to ensure that projects meet both functional and budgetary requirements.

Knowledge, Skills and Abilities
- Knowledge of contract administration
- Knowledge of the principles and practices of transportation planning design and/or transportation engineering, Pasco County LDC, FDOT Design Standards, and ADA & MUTCD specifications.
- Knowledge of modern transportation planning design and/or transportation engineering procedures and techniques as they apply to roadway projects, studies, and growth/development within the County.
- Knowledge of modern developments, current literature, and sources of information in the area of transportation planning, design, and construction.
- Ability to plan and direct the work of engineers, transportation planners, contractors, technicians, and clerical personnel.
- Ability to give technical and professional review to a wide variety and large volume of approved engineering plans, and studies, and related documents.
- Ability to produce and present clear and concise reports, orally and in writing.
- Working knowledge of Florida Department of Transportation (FDOT) standard specifications and indexes, and transportation requirements pursuant to FDOT’s FDM and Greenbook.
- Ability to read and interpret complex transportation studies and/or transportation engineering reports and plans.
- Ability to meet and work with the public, contractors, FDOT and consultants, make presentations, and reply to complaints.
Minimum Requirements
PHYSICAL SKILLS: Ability to communicate effectively using verbal, written and visual communication.
EDUCATION, TRAINING AND EXPERIENCE: Graduation from an accredited college or university with a Bachelor’s Degree in Civil Engineering or related field and three (3) years of experience in the field of project management, civil projects, road or transportation related, managing multiple projects OR a Master’s Degree and one (1) year of experience. Two (2) years of experience as a project manager required. Roadway or site construction experience preferred.
LICENSES, CERTIFICATIONS OR REGISTRATIONS: Must possess a valid Florida driver’s license. Registration as a Professional Engineer in the State of Florida is required.
Applicants that are not registered as a Professional Engineer in the State of Florida and candidates registered as an Engineering Intern may apply, but would be considered for a Technical Specialist II position at $61,744.00 – $92,661.00 Annually (D.O.Q.) Must be able to obtain a Florida P.E. License within 12 months. Must possess a valid Florida driver’s license.
