Examples of Duties
DEFINITION OF RESPONSIBILITY

Under general supervision, serves as a Construction Manager for various professional engineering projects. Manages multiple major capital improvement projects. Manages a major departmental engineering program.

EXAMPLES OF ESSENTIAL DUTIES

  • Serves as construction manager for various engineering projects. Supervises or leads professional and sub professional personnel.
  • Resolves design problems, prepares and reviews correspondence relating to projects, and coordinates projects with outside agencies.
  • Reviews and approves plans and specifications for roads, bridges, drains, and public buildings.
  • Operates and/or oversees the operation of computers used in the development of capital projects, including GIS and computer aided drafting and design.
  • Operates and/or supervises the operation of computers to conduct various engineering related studies and to solve technical design problems.
  • Coordinates and responds to Requests for Information, plan revisions, and drawing and/or material submittals for various construction projects.
  • Reviews the work of a group of public works inspectors.
  • Reviews plans, specifications and cost estimates for various engineering projects. Reviews storm water management plans, sediment control plans, and other environmental reports.
  • Investigates complaints, meets with the public and others, and prepares and supervises the preparation of resulting correspondence.
  • Tracks required County performed and/or third party testing reports for compliance with Contract Documents.
  • Monitors project schedules and assists with assessing liquidated damages; including Consent Decree related projects.
  • Assists in the review and resolution of change orders, claims, or other construction related issues.
  • Maintains a list of construction related deficiencies and/or punch list related items to ensure project completion prior to closeout.
  • Works with procurement department to develop RFP packages.
  • Provides input and identifies opportunities to use alternative delivery strategies for specific projects.

  • May act as a spokesperson in right-of-way condemnation cases or act as a witness in other judicial proceedings. Performs other related duties as required.

Qualifications
Graduation from an accredited college or university with a bachelor’s degree in engineering
plus

at least four years’ current field or office engineering experience.

Additional qualifying education beyond a bachelor’s degree may be substituted on a year-for-year basis up to a maximum of two years for the required experience.

OR

Possession of a certificate of registration as an Engineer in Training issued by a State within the United States of America, plus four years’ current field or office engineering experience.

Licenses and Certificates
Possession of a valid driver’s license equivalent to a noncommercial, class C Maryland Driver’s license may be required for some positions at the time of appointment.

Proof of Licenses, Certifications and Education

Salary

Annual Salary review – Step increases may be granted on anniversary date based on satisfactory job performance
General Increases – Cost of living increases and adjustments may be granted as legislated.
Longevity Increases – In accordance with the specific pay schedule, a full-time merit or classified employee may receive a longevity increase, equivalent to one step, upon completion of a certain number of years of classified service with the County.
