Provides overall management for the planning, budgeting, scheduling, design, and construction and repair of public projects such as parks and trails, water and wastewater treatment plants, streets, storm drainage, buildings, support facilities, traffic systems, and other capital intensive projects to meet future service demands and regulatory requirements and improve existing facilities to ensure municipal infrastructure capabilities.
Essential Functions
The Engineering Manager provides overall management for the planning, budgeting, scheduling, design, engineering, and construction of public works projects and other capital intensive projects to meet future service demands and regulatory requirements.
- Supervise engineers and landscape architects in managing the design of paving, drainage, and water and wastewater mains for street improvements, parks, trails and reconstruction for capital bond projects
- Review and approve expenditures related to design fees, supplemental agreements and change orders
- Review consultant’s design plans for compliance with City of Dallas standards before advertisement for bids.
- Monitor project’s status to ensure they are going to council for design and construction awards as scheduled
- Ensure team members are managing their assigned projects and maintaining their schedule as needed
- Assist engineers and landscape architects with resolving design and construction issues as they arise on their projects
- Represent the department at public/stakeholder’s meeting and provide project updates to council and citizens as needed
- Participate as a committee member to improve current department’s design standards and prepare design advisories instructing staff on proper techniques or processes as needed
- Manages activities of staff and daily operations of the Section’s activities; delegates authority and responsibility for assigned tasks to subordinates; identifies needed areas of change or development and institutes changes to improve operations; plans, implements, coordinates, monitors compliance, and evaluates policies and procedures; reviews and oversees work schedules of all subordinate levels.
- Establishes short-, mid- and long-term goals and objectives; develops and approves schedules, priorities, and standards for achieving goals and directs evaluation activities; oversees the preparation of management and productivity reports and studies; oversees all projects and schedules, reviews budgets, and maintains project management software for City Manager review.
- Inspects, evaluates, and reviews work completed by staff and other employees for quality and specification adherence; provides training to new employees and conducts evaluations and performance reviews; manages time cards and other personnel logistics; assists and supports the hiring process for employees.
- Analyzes, evaluates, and ensures production goals are met in a timely manner and works to increase productivity; oversees the preparation of and evaluates, implements, and administers the department budget; oversees the planning, development, coordination, and operation of special projects or facilities.
- Negotiates consultant proposals and reviews contract packages and specifications; provides direction and insight to project managers
- Inspecting work and determining quality and general standards.
- Ability to devise solutions to administrative problems and to plan, assign, delegate responsibility.
- Ability to develop and evaluate administrative polices and procedures.
- Ability to develop and implement budget, perform cost analysis, and expense tracking.
- Establishing and maintaining strong relationships.
Minimum Qualifications
- 5 Years in Extensive Project Management experience.
- Bachelor’s degree in an engineering, architecture, science or business field.
- Seven (7) years of experience in public works project management and/or operations.
- Three (3) years of supervisory/project management experience which included responsibility for budget management and/or long-range
planning. (This experience may be included in the required experience listed above.)

- Professional Engineering License
- Valid driver’s license with good driving record.
- Some positions require license/registration as a Professional Engineer.
