Responsible for providing civil engineering expertise, guidance and technical assistance to Sedgwick County, consultants and the public; plans, organizes and directs a staff of engineers, and design technicians in the preparation of infrastructure design projects; oversees construction, traffic, and surveying operations.

Coordinates all road and highway engineering design for Public Works from minor maintenance to large multimillion dollar projects.

  • Conducts site feasibility analysis and planning to final design process.
  • Includes administrative work in the field or office associated with all phases of the project.
  • Assumes role of Design Engineer; prepares engineering plans work drawings, cost estimates and specifications.
  • Reviews technical reports and engineering drawings for compliance with ASTM, AASHTO, KDOT and Sedgwick County design specifications.
  • Reviews subdivision plans prepared by outside consultants to ensure compliance with Sedgwick County subdivision regulations.

Assumes role of Project Manager

  • Oversees various Public Works projects from initial conception through construction.
  • Supervises the work of outside consultants and county support staff.
  • Coordinates the efforts of design, construction and inspection services.
  • Prepares required contract specifications.
  • Assumes role of construction engineer as necessary.
  • Confers with contractors and vendors concerning plans, specifications and quality of work performed.
  • Reviews contractor drawings and approves all phases of construction.
  • Negotiates relocation of utilities; designs and directs construction modifications as field requirements dictate.
  • Manages special assessment- project development.

Supervises a team of engineers, technicians, and construction personnel in preparation of design plans and construction oversight of Public Works projects

  • Coordinates schedules and assigns work.
  • Recommends methods of resolving unusual and complex problems and improving procedures and practices; ensures CAD software is up to date and continues to meet the needs of the department.
  • Oversees engineering personnel in field surveying and inspection to ensure project success.
  • Meets with interdepartmental staff, outside engineers, officials and citizens to solve engineering and design issues.

Minimum Qualifications: Bachelor’s Degree in Civil Engineering from an accredited college or university. Eight or more years of professional engineering experience including at least two years of supervision. Registration as a Licensed Professional Engineer in the State of Kansas or ability to obtain the license within 3 months of employment. KDOT Bureau of Local Projects – Project Manager Certification or ability to obtain the certification within one year of employment. Per Sedgwick County Policy, this position requires a valid US driver’s license and current proof of automobile insurance.

Preferred Qualification: Years of Experience: Four years of engineering or construction supervisory experience. Certification as a Project Management Professional or other engineering management or technical certification.
