This position involves technical work in the permitting program and the application of Department rules and Statutes. The position will evaluate the technical efficacy and legal applicability of pollution control systems such as water and wastewater utilities, stormwater systems, air pollution control, and solid waste management.

Where You Will Work:

South District – The South District Office is located in Fort Myers. Fort Myers is popular for its great beaches that line the Gulf Coast, shopping and fishing. Attractions include the historic Henry Ford and Thomas Edison estates, downtown Fort Myers, with its many restaurants and nightlife, as well as nearby Naples and the islands of Captiva and Sanibel. It is a sports enthusiast haven as the Spring Training home of the Boston Red Sox and Minnesota Twins. The South District covers 8 counties (Lee, Collier, Charlotte, DeSoto, Sarasota, Hendry, Glades and Highlands).

Pay:

Your Specific Responsibilities:

  • Review and evaluation of permit applications for conformance to Federal and State of Florida rules and regulations.
  • Performing site inspections, as necessary, in support of reviews and evaluations.
  • Producing requests for additional information, if required, and permits/documents that are technically correct, clear, understandable, and consistent with prescribed rules, timeframes and Department guidance and procedures.
  • Working towards achieving Business Plan goals.
  • Ensuring that the data entry corresponding to all assigned projects is entered into the department’s databases timely and appropriately, consistent with standard operating procedures.
  • Participating in administrative hearings and judicial proceedings as necessary
  • Attending applicable training workshops, teleconferences, meetings, webinars, safety courses, as required.
  • Provides technical assistance for and cooperates with engineers, government officials, representatives from other regulatory agencies and the general public through meetings, conferences, and/or individual consultations regarding State and Federal requirements related to pollution control.
  • Tracks and assigns permit application numbers to all incoming applications and maintains an adequate filing system, including updating of computer records.
  • Other related duties may be required as directed by the immediate supervisor or as circumstances dictate.

Required Knowledge, Skills, and Abilities:

  1. A bachelor’s degree in engineering from an accredited college or university.
  2. Maintain a valid driver’s license and to travel.
  3. Ability to analyze and interpret engineering design, calculations and data.
  4. Ability to understand and apply applicable rules, regulations, policies and procedures.
  5. Ability to monitor and inspect engineering and environmental projects.
  6. Ability to interpret and understand engineering design and monitoring laboratory analysis and procedures.
  7. Knowledge of the terminology and principles of state and federal environmental regulations.
  8. Ability to establish and maintain effective working relationships with others.
  9. Ability to communicate technically, effectively and professionally, both verbally and in writing.
  10. Ability to interact with customers in a tactful and courteous manner.
  11. Ability to plan, organize and coordinate work assignments to meet district, program and department goals.
  12. Ability to accept training and mentoring.

Minimum Qualifications:

  • Valid Florida Driver’s License
  • Ability to travel

Preferred Qualifications:

  • Skilled in providing technical presentations for internal and external customers.
  • Skilled in using engineering equipment and/or instruments.
  • Skilled at training and mentoring.
  • Knowledge of pollution control equipment design and operation
  • Skill in evaluating compliance test reports
  • Skilled in evaluating pollution management facilities design/operation criteria and compliance reports
  • Professional Engineer License/Engineer Intern with the State of Florida.
  • A Bachelor’s or higher degree with a major in one of the engineering specialties and/or work experience in air pollution control, solid waste management facility permitting and/or design, or water utilities.

Working hours: (A) Daily from Monday to Friday – 8:00 a.m. to 5:00 p.m. (B) Total hours in workweek 40 (C) FLEX Schedule. This position is not eligible for teleworking.
