This is engineering work performing technical assignments in environmental engineering. The employee in this position will be responsible for investigating and evaluating complex problems that may affect the environment across multiple program areas with an emphasis in air resource management.

Where you will work:
The Northwest District is located along the Gulf Coast. We proudly serve 16 counties in the Florida panhandle including Bay, Calhoun, Escambia, Franklin, Gadsden, Gulf, Holmes, Jackson, Jefferson, Leon, Liberty, Okaloosa, Santa Rosa, Wakulla, Walton and Washington. This district has three offices located in Pensacola, Panama City and Tallahassee. This position is located at the Pensacola office.

Pay:
Annual salary – $44,250.00
Your Specific Responsibilities:
In carrying out the duties of this position, the incumbent is expected at all times to be aware of and abide by the Department’s Standards of Conduct, as well as any and all departmental and/or work unit rules, directives, policies, procedures, and/or general orders applicable to performing the duties of this position. Duties include but are not limited to:

  • Conduct detailed engineering reviews of permit applications and/or technical report documents for conformance to Florida Administrative Code, Federal CFRs, and other technical documents such as AP42 (EPA Source Emission Factors).
  • Review permit applications for compliance with applicable requirements and source impact on air quality criteria, using information supplied through application documents, inspection reports, operating reports, and personal inspections as necessary.
  • Prepare air operation, construction, and Title V permits; exemptions; and any related documents in a manner that is technically correct, clear, concise and consistent with prescribed rules and department guidance and procedures.
  • Perform engineering reviews of process equipment design and calculations to assure control effectiveness and compliance with applicable state and federal emission requirements.
  • Complete projects independently and within timeframes specified by Department rules, guidance and procedures.
  • Evaluate comments on public notices and represent the Department in meetings with permit applicants and public hearings as needed.
  • Input data into the Air Resources Management System (ARMS) and documents into Oculus accurately and within required timeframes.
  • Perform field inspections to insure site acceptability for proposed construction associated with new permit applications, to determine the adequacy of facility design and operation, and to insure the appropriateness and adequacy of permit conditions.
  • Work toward accomplishing program goals, objectives, key performance indicators and metrics as required.
  • Coordinate with staff in the compliance assurance program regarding air permitting and compliance activities.
  • Participate in multi-program cross-training activities.

Required Knowledge, Skills, and Abilities:

  1. Ability to maintain a valid driver’s license.

  9. Ability to apply engineering quantitative techniques.

  11. Skill in maintaining effective and productive working relationships with others.
  12. Skill in dealing with conflicts, confrontations, disagreements in a positive manner.
  13. Skill and proficiency in computer operations and programs such as MS Word, Excel, PowerPoint, Access, Sharepoint and Outlook.
  14. Knowledge of the terminology, principles, and analytical techniques of the physical or natural sciences.
  15. Knowledge of Florida’s regulatory programs and environmental laws.
  16. Knowledge of engineering design, construction, operations techniques, principles and terminology.

Minimum Qualifications:

  • Valid Driver’s License and Travel
  • A 4-year degree or higher or 4 years of related work experience

Preferred Qualifications:

  • A Bachelor’s degree or higher with a major in engineering, environmental science, or one of the natural sciences
  • Excellent communication and people skills
  • Excellent organization and time management skills
