The Work You Will Do:
- This is an Engineering Specialist IV position that provides strong high-level technical support to the agency’s contaminated site cleanup programs.
- This work supports multiple program areas in our Tallahassee and all six district offices and requires the ability to work with a diverse group of professionals both within and outside of the agency.
- This position is in the District and Business Support Program in the Division of Waste Management, in Tallahassee.
- Primary responsibilities include effective, detailed reviews of technical documents, evaluation of site-specific geological, hydrogeological and analytical data and decisions regarding the satisfaction of regulatory requirements.

Your Specific Responsibilities:
This is a highly technical, professional position that is responsible for providing technical and engineering support in the implementation of statewide programs for the assessment and remediation of contamination sites. The duties of the position include the following:
- Provides technical review of the adequacy of designs for risk-based cleanup of contaminated sites. In addition, provides technical reviews of monitoring and operation/maintenance (O&M) reports and recommends design modifications, as appropriate. Evaluates cost-effectiveness and compatibility of remedial alternatives proposed for implementation. Work with other sections and the districts in the implementation of engineering controls to mitigate the effects of environmental contamination.
- Reviews innovative technologies submittals for safety and regulatory compliance. Provides technical assistance to local governments, consultants, laboratories, and other members of the public concerning environmental regulations, technologies, interpretation/ use/ generation of analytical data as required. Pursues and evaluates the development of innovative technologies for site restoration. Assists in the development of program design criteria and standards for various types of remediation technologies.
- Serve as district liaison for responsible party cleanup sites. The district liaisons work with the regulatory districts to review site progress, make recommendations for improving the speed of the cleanup and closure, check for consistency in site management decisions among the districts and assist with the verification of accurate and up-to-date data in the program databases using established reports and metrics.
- Assist in the preparation and development of guidance documents and materials for cleanup program use. This includes stand-alone ‘white paper’ guidance as well as regular presentations during monthly site cleanup teleconferences. This responsibility also includes guidance development or clarification in response to industry questions or comments, including technical documents developed through the Contaminated Media Forum.
- Assists and responds to the public, agency officials, local government personnel, and consultants regarding inquiries and technical assistance concerning contaminated site cleanup. Coordinates, assists and edits any outreach or compliance assistance initiatives within the Division as assigned.
- Performs other related duties as required.
The incumbent of this position is expected to be aware of and abide by the Public Service Standards as developed by the Department.
Required Knowledge, Skills, and Abilities:
- Knowledge of chemistry, environmental engineering, hydrology, hydrogeology, and industrial waste process design.
- Knowledge in design of remedial technologies for contamination sites.
- Knowledge of contaminated site cleanup techniques and methods, including risk based corrective action and Chapter 62-780, F.A.C.
- Skill in use of computers and software including MS Office, Word, Excel, Power Point, and Windows Operating System.
- Ability to write effectively, in a well-organized and understandable manner.
- Ability to communicate orally in a clear and effective manner.
- Ability to establish and maintain effective working relationships with a diverse group of professionals.
Minimum Qualifications:
- Bachelor’s degree from an accredited college or university with a major in engineering, environmental science, or one of the natural sciences.
- A valid driver’s license and ability to travel.
Preferred Qualifications:
- At least three years of work-related experience.
- Experience with contaminated site cleanup and Florida’s cleanup regulations.
- Ability to write technical documents in a concise and well-organized manner.
- Skill in the use of personal computers.
