The Work You Will Do:
Organization: Phosphate Management Program within the Division of Water Resource Management
This is a highly responsible engineering position in an environmental control program. All aspects of environmental permitting, compliance and enforcement activities are included such as reviewing specifications, plans and engineering reports, inspecting facilities, and performing other comparable field, office, or laboratory work.

The work performed is essential to implement Florida’s laws for the sound and effective regulation of phosphate industry activities and impoundments such as phosphogypsum stack systems and clay settling areas. The program is designed to ensure protection of Florida’s surface and ground water resources under the state’s industry specific regulations that were adopted pursuant to ss. 403.4154 and 403.4155, Fla. Stat. This role also coordinates with other agency programs, such as Mining and Mitigation to provide comprehensive oversight of the phosphate industry operations.

The Phosphate Management Office is located in Temple Terrace, a small city just outside of Tampa. Tampa is close to the Gulf Coast with beautiful white sand beaches. It is considered a major business center while also known for its museums and cultural offerings. Places such as the Busch Gardens Theme Park, historic Ybor City with its many restaurants and nightlife, the world’s longest continuous sidewalk along Bayshore Blvd., and a sports enthusiast haven are just some of the many activities people can enjoy in the area. Pay:

Your Specific Responsibilities:
- Conducts technical reviews of permit applications for the phosphate industry (mines, beneficiation facilities, chemical plants and shipping terminals) and performs site inspections. Advises applicants of deficiencies in the applications, with Federal, State and where appropriate, local laws and regulations.
- Plans and performs technical compliance inspections of statewide phosphate industry facilities. This includes compliance sampling, inspections, compliance evaluation inspections, performance audit inspections, reconnaissance inspections, and special investigations. Writes reports on outcome of all inspections. Renders technical assistance as necessary.
- Meets with engineers, phosphate industry owners and representatives, as well as consultants to negotiate design changes, environmental controls and settlement of violations. Performs related work as required. Reviews and provides technical comments on stormwater management plans, water quality-based effluent limitations (WQBL) studies, bioassays, mixing zone proposals, and antidegradation tests for phosphate industry sites.
- Revises existing permits due to changes in ownership design changes, and requests for extensions of time limits. Updates the Department’s information system databases to reflect changes in a facility’s status or activities.
- Initiates enforcement actions by drafting warning notices, notices of violation, consent orders and case reports. Investigates complaints and initiates appropriate follow-up activities. Seeks workable, technical solutions to regulatory problems.
Required Knowledge, Skills, and Abilities:
- Knowledge of the concepts, terminology and principles of environmental engineering, surface and groundwater hydrology, water resources and well construction.
- Ability to analyze and interpret data and manipulate monitoring information.
- Ability to perform compliance inspections of industrial waste pollution sources.
- Ability to think creatively, solve problems and make decisions.
- Ability to plan, organize and coordinate work assignments.
- Ability to communicate information effectively, both verbally and in writing to the public.
- Ability to understand and apply applicable rules, regulations, policies and procedures relating to industrial waste.
- Ability to work independently.
- Ability to establish and maintain effective working relationships with others.
- Skill in the use of personal computers in a network environment.
- Ability to maintain a valid driver’s license.
Minimum Qualifications:
- A bachelor’s degree from an accredited college or university with a major in engineering, environmental science or one of the natural sciences and 3-years of related professional experience OR 7-years of related professional experience.
- A valid Driver License.
