Summary Statement
Enterprise Architect serves as principal advisor to leadership on enterprise technology, data vision, strategy, and standards. Collaboratively leads the development of the city’s technology and data strategy, aligning technology solutions with city goals and objectives, forecasting cost, and enabling the development of roadmaps. Facilitates defining, maintaining, and aligning the technical, data, security, and application architectures. Responsible for architectural governance across the IT landscape and collaborates with department stakeholders to optimize technology investments. Process owner for establishing, maintaining, and overseeing standards governing the technology landscape, data stewardship of technology assets, business owner for enterprise architecture solutions, and facilitator of the Architecture Review Board.
This position works under administrative direction and is designated at will.

Essential Functions

  • Develops, manages, and evolves the comprehensive city application, technology, data and security strategy by collaborating with internal and external stakeholders.
  • Advises and assists leadership with technology and data recommendations. Provides well-informed recommendations for software solutions and technologies that align with the city’s present and future business needs.
  • Utilizes cost forecasting to analyze and estimate the financial implications of proposed technology solutions and initiatives.
  • Oversees and coaches those performing solution architect roles in all IT divisions to ensure proposed technology solutions comply with architecture strategies and standards. Manages architecture exception requests and approvals when required.
  • Leads the cybersecurity staff in developing and executing the city’s information security program. Develops the city’s security vision and strategy and socializes the vision with IT and business leaders. Oversees the operations of the city’s cybersecurity products and solutions, and establishes the city’s security posture through policy, architecture, training and process development.
  • Remains at the forefront of industry trends and emerging technologies, and ensures applications, infrastructure and data are architected for security, scalability and performance.
  • Manages the city’s enterprise architecture by establishing, maintaining and overseeing architectural standards and guidelines.
  • Prepares presentations, documents, diagrams, models and other materials to effectively communicate analyses, recommendations and designs to audiences including senior executives.
  • Supervises the work of professional, management, technical, and/or other employees of a clearly delineated division or exercises independent authority over a critical function with citywide impact directly or through subordinate supervisors to ensure adequate resources are available for staff to perform their duties; ensures that assigned operations and activities comply with organization goals and objectives; and directs actions and results of major processes and programs and maintains controlling budget authority.

    Supervisory Responsibilities:

Requirements
Required Knowledge, Experience, And Training
Bachelor’s degree in information technology, IT architecture, or other related fields and seven years of progressive experience in infrastructure solution architecture, development policy, and shared development for commercial or governmental organizations and five years of experience in business or systems implementation and transformation lifecycles.

Knowledge of:

  • infrastructure and solution architecture development; systems implementation and transformation lifecycles
  • the structure of an organization’s logical and physical data assets and the associated data management resources.

    Ability to:

  • communicate clearly and concisely to convey complex technical information to both technical and non-technical stakeholders, in both written and oral forms
  • identify issues, analyze potential solutions, and make informed decisions to address architectural challenges
  • demonstrate leadership skills in guiding teams and influencing decisions
  • manage multiple initiatives, maintain documentation, and streamline processes
  • build graphical representations of infrastructure, technology, or enterprise architecture

    Preferred Knowledge, Experience, And Training
    Master’s degree in information technology, enterprise architecture, or related field and ten years of experience in infrastructure, solution architect development, policy and standards development for commercial or governmental organizations.

    Seven years of experience in business or systems implementation and transformation lifecycles.

    One of the following: ITIL v3 Foundation certificates, The Open Group Architecture Framework (TOGAF) or Zachman Framework for Enterprise Architectures or Federal Enterprise Architecture (FEA)

    Licensing And Other Requirements

Valid state-issued driver’s license.
