The Health Resources and Services Administration (HRSA), located in Rockville, MD is an operating division within the Department of Health and Human Services (DHHS). As the nation’s leading public health agency, HRSA has the primary responsibility for improving access to health care for people who are uninsured, isolated or medically vulnerable. The Office of Information Technology (OIT) is responsible for providing HRSA with Information Technology (IT) services including: IT Infrastructure (Network, Hosting, Cloud) Enterprise Architecture, IT Governance, Cyber Security, Application Development, IT Help Desk Services, and web conferencing. The Division of Infrastructure Services (DIS) within OIT is responsible for the enterprise level infrastructure related services for the agency including application hosting and identity and access management.

General Dynamics Information Technology is seeking a highly motivated Program Manager to support our Hosting Services and Identity and Access Management contract with HRSA and HRSA;s critical mission needs. As a Program Manager, you will be part of an agile delivery team focused on HRSA’s hosting environment with an emphasis on providing high quality services to our customers. You will serve as a core support member for the team working closely with all team members to ensure on time delivery. The primary responsibilities of the Program Manager will be to manage the Infrastructure services and day-to-day Operations, delivery of all project deliverables (including but not limited to: requirements documentation, weekly/monthly reports, invoices to the government, Communications Plan, Project Plans, Technical Implementation Plans, User manual/Standard Operating Procedures (SOP’s), transition plans, etc.), provide management oversight of staff on the call order, and ensure GDIT fulfill all contractual obligations.

In this role, a typical job duties include:

  • Manage the Infrastructure services and day-to-day Operations of all Tasks
  • Ensure all deliverables are delivered on time and contain all contractually obligated requirements
  • Manage the preparation and delivery of all contract deliverables
  • Provide management oversight of staff on the call order
  • Ensure all operational services under this call order are supported during regular business hours
  • Monitor performance and ensure adherence to all SLAs
  • Create and submit reports that demonstrate that services are delivered with no quality problems and match all SLA’s
  • Ensure that the ServiceNow ticket queue is monitored and that tickets ae assigned and resolved promptly
  • Provide in writing post on-call activity of any on call work performed and number of hours to resolve
  • Engage with and participate in change management processes
  • Manage and coordinate all scheduled maintained operations
  • Prepare a bi-weekly meeting agenda and documentation demonstrating project status, level of effort, timelines, risks, and participate in weekly coordination meetings
  • Ensure all code is checked into the code repository’
  • Ensure operational success of the hosting environment’s: operations, ticketing service, storage, backups/recovery, and compute platforms
  • Ensure operational success of HRSA’s Identity and Access Management and Domain Name Services
  • Managing vulnerability identification and remediation activities
  • Analyze trends and direct implementation of infrastructure efficiencies

WHAT YOU’LL NEED:

  • Bachelor’s degree in Computer Science, Information Systems, Communications, or Computer Engineering, Health or equivalent experience, Master’s preferred
  • 12+ years of experience supporting IT programs
  • 8+ years of supporting infrastructure and hosting programs
  • 6+ years of managing technical teams
  • Proven track record of successful Infrastructure Management

PREFERRED QUALIFICATIONS:

  • Healthcare Service or Department of Health & Human Services (HHS) agency experience
  • Certified PMP
  • Excellent knowledge of best practices and an understanding of industry trends and difficulties
  • Excellent oral and written communication skills with a demonstrated ability to communicate complex technical topics to management and non-technical audiences
  • Excellent analytical skills, including the ability to integrate information from multiple sources
  • Works well as a team member in a fast-paced and often time-sensitive environment

The likely salary range for this position is $106,371 – $177,632, this is not, however, a guarantee of compensation or salary; rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
