The Work You Will Do:
The Environmental Administrator, position number 37010416, is in the Division of Environmental Assessment and Restoration’s Water Quality Monitoring Program (WQMP). The position is responsible for administering and managing all aspects of monitoring activities for the WQMP in regional offices located in Orlando, Tampa, Fort Myers, and Fort Pierce ensuring that all aspects of the Status and Trend Monitoring Networks, Strategic Monitoring, Total Maximum Daily Load, Basin Management Action Plans, and any other assigned monitoring plans are implemented, and data quality objectives are met in the most efficient and timely manner. The role of this position is important to the agency’s work in that it ensures quality data is collected for the determination of the health and restoration of Florida’s waters.

Where You Will Work:
The work location of this position is in Orlando (Orange County), Florida. This central Florida region city is home to several theme parks such as Disney World, Universal Studios, Legoland, SeaWorld and Aquatica and Gatorland. The Atlantic coast is just an hour’s drive from Orlando, and the Gulf of Mexico lies 90 miles to the west of the city. It is home to 100 lakes and 100 parks and 21 community centers offering athletics, camps and social programs. The University of Central Florida and several other colleges located in the region offer a hub for academic research, art and other student activities.

Your Specific Responsibilities:
This is a highly professional position within the Division of Environmental Assessment and Restoration (DEAR) that is responsible for managing, monitoring and assessment activities of staff in multiple locations performing similar tasks. Duties for this position include: management responsibilities, field work, office work, and data analysis/management.
Administer and manages all aspects of monitoring activities for the Water Quality Monitoring Program (WQMP) in the assigned regional offices. Ensures that all aspects of the Water Quality Monitoring Program’s Status and Trend Networks, Strategic Monitoring, TMDL, BMAP, and any other assigned monitoring plans are implemented, and data quality objectives are met in the most efficient and timely manner. Ensures that monitoring plans are implemented in coordination with project liaisons/coordinators located in Tallahassee. Responsible for ensuring the completion of all monitoring projects within the assigned project deadlines. Responsible for all field staff in all aspects of their work including sample collection, handling and processing; data management, review, entry into DEP databases and interpretation; report writing; quality assurance and any response operation activities (i.e., fish kills, complaint investigations, etc.) in coordination with regional sampling teams. Ensures general administrative functions are accomplished (for example, proper handling of correspondence, adequate office equipment and supplies, and wise and efficient use of Department resources) and responsibly manages a budget. Identifies, develop, and mentor staff to foster leaders. Conducts performance evaluations and prepares performance plans as directed by the Division. Identifies poor performers and initiates improvement plans. Identifies top performers and provides opportunities for increased visibility and training. Responsible for time and attendance of subordinates.
Oversee and participates in all aspects of the Program’s monitoring activities in the assigned regional offices. Water quality sampling is conducted on both surface and groundwater. Biological assessments may include taxonomic analysis of freshwater, estuarine and marine flora, and fauna. Participation in DEP training and obtaining pass status in audits are required to conduct water quality data collection and specialized floral and faunal biological assessments, including the Stream Condition Index, Rapid Periphyton Survey, Lake Vegetation Index, Linear Vegetation Survey, and Stream and Lake Habitat Assessments.
Coordinates technical assistance provided by assigned WQMP regional offices to the local DEP District with sampling and other monitoring or bioassessment needs. Responds in a timely manner to inquiries from the public, the media, and elected officials, per established agency guidelines and procedures. Provides action item reply within required timeframes. Attends program training as necessary. Assists in the training of newer personnel.
Keeps the Program Administrator informed of section activities and concerns, responds to the Program Administrator in a timely manner and performs other duties as required, this includes representing the Administrator when the Administrator is absent.
May volunteer to snorkel. Boater safety training is required.
Performs other duties as required.
Required Knowledge, Skills, and Abilities:

Minimum Qualifications:
- This position requires medical monitoring. Bachelor’s degree in engineering, engineering sciences, environmental science, natural sciences, biological sciences, physical sciences, environmental policy, public health, or computer science from an accredited university or college and 4 years of relevant experience; OR Masters in listed areas and 2 years of relevant experience; OR PhD in listed areas and 1 year of relevant experience; OR 8 years of relevant experience. Additionally, must have at least one year of experience as a supervisor, coordinator, project manager, program manager, team lead, team trainer, or have completed relevant managerial/leadership training.
