Environmental Compliance Community Coordinator

The New York City Housing Authority (NYCHA) mission is to provide quality housing for New Yorkers that is sustainable, inclusive, and safe, while fostering opportunities for economic mobility. NYCHA’s Asset & Capital Management (A&CM) Division integrates and aligns the Authority’s existing development, modernization, and asset management work being carried out by the Real Estate Development, Capital Projects, and Comprehensive Modernization departments. This includes a $4.5 billion capital program – one of the largest in NY State – as well as a historic real estate transaction portfolio. The A&CM Division delivers comprehensive repairs to NYCHA buildings and apartments through innovative financing models, strong partnership with residents and other stakeholders, strategic, data-driven portfolio planning, and cost-effective project delivery and management. The Division also positions NYCHA’s housing portfolio for the future by incorporating innovative building materials, construction methods, and technology, improving residents’ quality of life while enhancing building performance and management systems.

The Quality Assurance (QA) team of A&CM improves processes, performance, and systems within A&CM departments through reviews and strategic guidance, assures compliance with requirements related to construction safety, quality, environmental hazards, and NYC engineering audit, and coordinates with internal and external compliance and audit related actors on standard procedures, policies and processes.

The Construction, Safety and Quality Department of QA seeks an Environmental Compliance Community Coordinator to provide technical and administrative support to determine the acceptability of services and submissions from contractors and assess their adherence to A&CM contract specifications and related laws and mandates.

Under the supervision of the Environmental Compliance Manager, with some level of independence and discretion, the duties and responsibilities of the position include, but are not limited to the following:

1. Analyze and monitor contracts and contractors.
2. Monitor and/or evaluate programs providing important community services.
3. Review data and information from vendors.
4. Review data and information from field staff.
5. Cross compare data form vendors and field inspectors to determine discrepancies.

Minimum Qual Requirements

1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to “1” or “2” above. However, all candidates must have at least one year of experience as described in “1” above.

Preferred Skills

1. Experience in reviewing asbestos abatement work plans for technical conformity with all applicable regulatory codes (Department of Environmental Protection Title 15 Chapter 1, DOL Industrial Code Rule 56) and NYCHA administrative requirements.
2. Experience in reviewing Lead Safe work plans for technical conformity with EPA Lead Safe Work Practice, RRP regulatory guidelines.
3. Experience coordinating and conducting meetings with Program Management Teams and contractors.
4. Experience in reviewing asbestos and lead testing requests and task orders for environmental compliance, correctness, completeness, and reasonableness; notifying requesting personnel of any modification required; and following up to ensure that modifications are submitted in a timely manner.
5. Experience evaluating, distributing and interpreting asbestos and lead testing results; reviewing laboratory analysis reports including lead, asbestos and other hazardous materials; determine course of action in cases of adverse analysis reports.

1. Candidates with permanent civil service status in the title of Assistance Environmental Engineer will be considered.
2. Employees serving in the titles of or who meet the qualification requirements for Environmental Engineer L1, Industrial Hygienist and Asbestos Hazard Investigator will also be considered.
