The Work You Will Do:
The Waste Site Cleanup Section and Drycleaning Solvent Cleanup Program manages the state-funded investigation and cleanup of hazardous waste sites and emerging contaminants, coordinate with the Environmental Protection Agency (EPA) during the cleanup of federal Superfund National Priorities List (NPL) sites, and implements the Florida Drycleaning Solvent Cleanup Program. Management of these sites involves an interdisciplinary combination of geology, hydrogeology, chemistry, engineering, and environmental science to mitigate risk and protect human health and the environment.

The Environmental Consultant works as a technical expert on remediation of State-Funded hazardous waste cleanup sites, Superfund site rehabilitation projects, and Drycleaning Solvent Cleanup Program sites to ensure the environmental effectiveness of these projects in accordance with the National Contingency Plan (NCP), CERCLA/SARA and state regulations as appropriate.

Pay:
Salary: $51,320.27 – $58,644.24 (Commensurate with experience)
Your Specific Responsibilities:
- Assists with cleanup project management statewide. The position reviews and evaluates scope, cost, schedule and implementation of cleanup activities, in accordance with state rules and regulations, including field investigations, feasibility studies, designs and remedial actions. This is accomplished through collaboration with the section’s technical staff and program managers. The incumbent reviews, for quality and content, correspondence and reports of technical staff and reports produced through contractual work.
- Coordinates section responsibilities for off-site notice of contamination, Temporary Point of Compliance (TPOC) notice, and Department of Health (DOH) well survey efforts. Assists the Administrator in drafting rules, regulations, internal management policies and procedures. This includes preparation of legislative bill analyses, budget requests, staffing plans, and allocation of state trust fund and available federal monies. Plans and coordinates strategy with District Waste Cleanup staff. Establishes priorities and recommends projects to be implemented.
- Confers with industry representatives, consulting engineers, government officials, environmental groups, and citizens regarding compliance with department rules and regulations. Interprets state and federal statutes and directs staff in development of agency action regarding hazardous waste site cleanup. Represents the department at public meetings, hearings, and workshops.
- Oversees coordination with U.S. EPA (Environmental Protection Agency) on National Priorities List (NPL) Superfund sites, including development and negotiation of state/federal contracts for Superfund project activities, and coordinate with EPA staff to resolve issues regarding Appropriate and Relevant Applicable Requirements (ARARs), Remedy concurrence, Deletion, and other NPL site related issues as required.
- Oversees the assessment and cleanup of Drycleaning Solvent Cleanup Program, State-funded Cleanup Program and Superfund sites, performs contract management duties, Directs and tracks state-funded site initiation efforts, oversees maintenance of section’s database and computer tracking systems, including the Environmental Restoration Integrated Cleanup (ERIC) database
- Performs other related duties as required.
NOTE: The incumbent must successfully complete a 40-hour OSHA safety training course and attend annual refresher safety courses.
Required Knowledge, Skills, and Abilities:
- Knowledge of state and federal laws and regulations relating to hazardous waste/materials management/contaminated site cleanup.
- Knowledge of state rule making policies and procedures, contract management and contract procurement.
- Knowledge of hazardous waste site assessment, risk assessment, and remediation.
- Skill in database management and data analysis.
- Skill in proofreading and editing technical documents for technical accuracy, spelling, and grammar.
- Ability to coordinate, organize and maintain schedules of projects, and tasks.
- Ability to communicate effectively, both orally and in writing, on technical and scientific matters.
- Ability to travel to hazardous waste cleanup sites.
- Ability to maintain a valid driver’s license.
- Able to successfully draft/evaluate complex and/or controversial permits or similar compliance concerns within your program area, with sufficient expertise for managing complex issues.
- Able to provide guidance and/or training to District or Division staff within your program area on complex and/or controversial permits or similar compliance concerns.
Minimum Qualifications:
- Bachelor’s degree from an accredited college or university with a major in engineering, environmental science or one of the natural sciences.
- A valid driver’s license.
- Must have OSHA Training Certification or the ability to complete the training for certification.
