This is advanced professional environmental work performing scientific tasks under general supervision. The position requires exhibiting and implementing positive and energizing leadership skills. The Environmental Consultant must possess and continuously expand upon a broad range of knowledge of state and federal regulations to coordinate compliance and enforcement for sites with ground water, surface water and/or soil contamination.

Where you will work:
The Northwest District is located along the Gulf Coast. We proudly serve 16 counties in the Florida panhandle including Bay, Calhoun, Escambia, Franklin, Gadsden, Gulf, Holmes, Jackson, Jefferson, Leon, Liberty, Okaloosa, Santa Rosa, Wakulla, Walton and Washington. This district has three offices located in Pensacola, Panama City and Tallahassee. This position is located at the Pensacola office.

Pay:
Annual salary based on experience – $50,000.00 – $53,743.88
Your Specific Responsibilities:
Project Management:
- Evaluates impacts of projects and activities provided in geologic, engineering, and hydro geologic assessment plans and reports, monitoring plans and data, and other required documentation for site project management involving compliance and enforcement of assigned cleanup projects.
- Tracks project progress through timely data entry and database maintenance.
- Coordinates and tracks the progress of technical and legal reviews of assigned cleanup projects.
- Effectively communicates technical issues and proposes solutions.
- Communicates and meets with site owners to ensure required or agreed upon dates are met and to educate/assist with compliance when necessary.
- Conducts field reconnaissance and site surveys as needed.
- Positively represents the Department in communication and meetings involving technical soil and water quality issues related to waste cleanup projects.
- Participates in training and is a self-advocate for training needs.
Subject Matter Expert duties: (Internal Consulting, Training, and Organizational Improvement)
- Serves as the District subject matter expert or technical consultant for the waste cleanup section.
- Conducts technical reviews of work product for consistency and accuracy when requested/directed.
- Evaluates and makes recommendations on internal training materials and methodologies.
- Develops and refines training aids including SOPs, manuals, and handbooks.
- Internal consulting includes training and providing technical assistance to Compliance Assurance Program and Permitting Program staff.
- Partners with appropriate district staff to expand knowledge of multiple DEP program areas.
External Compliance Assistance, Outreach, Training and Partnership Implementation:
- Targets specific areas of industry non-compliance within the District and coordinates outreach efforts.
- Seeks and cultivates positive partnering relationships to provide education and guidance to persons responsible for site cleanup (and/or their representatives)
- Supports, develops, participates in, and/or assists in the execution of outreach events for the regulated community.
- Provides excellent customer service.
The position requires that the incumbent have 24 hours of safety training as required by OSHA 1910. L ZO(E) and subsequent annual 8-hour refresher training. Occasionally participates in training workshops and courses related to ground water management and protection issues and policies.

Knowledge, skills and abilities, including utilization of equipment, required for the position:
- Knowledge of the terminology, principles and analytical techniques of the physical or natural sciences.
- Knowledge of the Department’s compliance and enforcement policies and procedures.
- Knowledge of field sampling techniques for soil, groundwater, surface water, and sediment.
- Skill in organizing work, setting priorities, and determining resource requirements to achieve them.
- Skill in performing quantities and qualitative analysis of scientific data.
- Skill in collecting, recording, and/or analyzing or evaluating scientific data relating to contamination assessment, remediation, monitoring, and site closure.
- Skill in establishing courses of action to accomplish specific goals.
- Skill in developing and using tracking systems for monitoring work progress.
- Skill in presenting and expressing ideas and information clearly and concisely in a manner appropriate to the audience, whether oral or written.

Minimum Qualifications
- Valid Driver’s License
- At a minimum, a 4-year degree from an accredited college or University in an environmental, geoscience, or engineering field, or have at least 4 years of related work experience.
- In addition to degree/experience, a minimum of 2 years of work experience specifically related to the study and interpretation of contaminated site assessment/remediation or a regulatory cleanup program.
