The Work You Will Do:
This is a professional Environmental Consultant position in the Division of Water Resource management; responsible for implementing administrative and technical aspects of the Onsite Sewage Program on a statewide basis. The incumbent provides statewide coordination of Onsite Sewage Treatment and Disposal System variances per Chapter 381, Florida Statutes, manages the statewide septic tank contractor registration program and reviews and approves septic tank contracting course providers and continuing education courses.

The Division of Water Resource Management (DWRM) is responsible for implementing state laws, providing for the protection of the quality of Florida’s drinking water, ground water and surface water resources, as well as public health, by providing oversight over the implementation of the statewide Onsite Sewage Program. This position, by providing training and promoting consistency in the implementation of the statewide Onsite Sewage Program, plays a critical role in helping ensure Florida’s groundwater and surface water resources, as well as public health, are protected.

Your Specific Responsibilities:
This is a professional position responsible for implementing administrative and technical aspects of the Onsite Sewage Program on a statewide basis. These services are provided to DEP, the County Health Departments, other state and local agencies, industry, and the general public.
- Evaluates variance applications for technical content, serves as liaison for department with the variance committee, prepares meeting materials and agendas, schedules public meetings, prepares notification and final outcome letters, and testifies and provides documentation for administrative hearings.
- Manages the statewide septic tank contractor registration program, to include licensing and renewals.
- Reviews and approves applications for septic tank contracting course providers and continuing education courses.
- Provides technical assistance to county health departments, industry representatives, and the general public on all aspects of the onsite sewage program. Includes preparation and review of memoranda, policy and rules used statewide by environmental health staff.
- Participates in, prepares, and teaches environmental health training courses.
Required Knowledge, Skills, and Abilities:
- Ability to determine work priorities and ensure proper completion of work assignments, work independently, solve problems, and make decisions.
- Ability to communicate effectively, both verbally and in writing.
- Ability to establish and maintain effective working relationships with others.
- Ability to understand and apply applicable rules, regulations, policies, and procedures relating to environmental programs.
Minimum Qualifications:
- A bachelor’s degree from an accredited college or university and 2-years of relevant work experience OR 6-years of related professional experience can substitute.
- Possess an active Environmental Health Professional Certification in the area of Onsite Sewage Systems, or be a Registered Sanitarian, or equivalent, all as required in s.381.0101, Florida Statues.
- Valid Class E Driver License.
Preferred Qualifications:
- Field experience with installation or regulation of onsite sewage treatment and disposal systems in Florida.
- Working knowledge of MS Access databases
- Experience with quality assurance for data entry.
- Strong communication skills, including experience with conflict resolution.
- Ability to travel overnight outside of Tallahassee.
