The Work You Will Do:
This position is responsible for providing management direction to staff in the Air Resources section responsible for the permitting and compliance of sources of emissions, including overall workload planning, work assignments, review, training, performance evaluations, and general administrative functions. The incumbent will prepare reports to leadership and answer correspondence as required, while ensuring that strict deadlines for document review and correspondence responses are met in the Air Resources section that is responsible for permitting and compliance of sources of emissions.

Where you will work:
The Northwest District is located along the Gulf Coast. We proudly serve 16 counties in the Florida panhandle including Bay, Calhoun, Escambia, Franklin, Gadsden, Gulf, Holmes, Jackson, Jefferson, Leon, Liberty, Okaloosa, Santa Rosa, Wakulla, Walton and Washington. This district has three offices located in Pensacola, Panama City and Tallahassee. This position is located in the Pensacola main office.

Pay:
Annual salary based on experience – $63,228.00 – $66,389.40
Your Specific Responsibilities:
The primary responsibility is to directly supervise and oversee the work of staff of the Air Resources section that is responsible for permitting and compliance of sources of emissions.
The incumbent will effectively communicate with, motivate, train, and evaluate on direct work performance and responsible for time and attendance of subordinates while also:

  • Advise the Program Administrator, District Director, Assistant Director and Branch Administrator concerning on-going matters.
  • Responsible for coordination of activities for multiple regulatory areas aimed at assisting the regulated community with understanding and complying with applicable state and federal regulations.
  • Develop and promote a positive attitude of public service and customer focus within the section.
  • Foster a positive image of the section and the department within the regulated community and general public.
  • Ensure that goals, objectives, key performance indicators and metrics are met or exceeded.
  • Direct the review of engineering plans and reports, specifications, applications and supporting data.
  • Direct the review of files for test results, annual reports, operational problems, inspection reports and compliance history as required.
  • Assure all documents are consistent with Department rules, regulations and guidance memorandums and federal regulations, as required.
  • Ensure the quality of all work products keeping in line with time constraints.
  • Continually reduce time to process enforcement actions/permits, and response times.
  • Coordinate with counterparts to meet program needs to integrate permitting and compliance along with enforcement activities as needed.
  • Review and responds to inquiries and requests for information.
  • Develop, implement, track, and/or assist leadership with District goals and objectives and works toward meeting program and district goals.
  • Provide efforts to promote outreach to educate the public.
  • Provide assistance to external customers.
  • Conduct facility/site inspections as required.
  • Participate in public meetings and workshops to discuss point source matters, as needed.
  • Assist leadership with consistent reviews and implements efficiencies through the use of continuous improvement strategies.
  • Responsible for managing employee performance;
    • Develops staff technical expertise in the regulated industry.
    • Measures performance, conducts performance evaluations, provides feedback, support good work efforts, and takes necessary actions to correct poor performance issues.
    • Identifies, develops, and mentors staff for leadership opportunities.
    • Ensures safety awareness among program staff.
  • Attend, or ensure attendance at, applicable and/or required trainings, workshops, teleconferences, meetings, and seminars.
  • Provide technical assistance and guidance to the general public, consultants, governmental agencies, and key stakeholders regarding state and federal requirements.

The incumbent of this position has been identified as emergency Mission Essential Personnel in accordance with Directive 971 and, in that capacity, may be required, on short notice, to perform duties and travel in support of emergency efforts. All leave approved is subject to recall in the occurrence of a major event. Leave should be coordinated with backup/cross-trained staff and approved by management to ensure that department essential functions can be performed, if required. This position may be placed On-Call to remain available to perform essential duties.

  12. Knowledge of concepts, terminology, and principles of environmental engineering or science.
  13. Ability to maintain a valid driver’s license and travel.
  14. Ability to perform field inspections.

Minimum Qualifications

  • Valid Driver License
  • A bachelor’s degree from an accredited college or university with a major in engineering, environmental science, or one of the natural sciences – related professional work experience may substitute year for year for degree (4 years).
  • Minimum 3 years of work experience as an environmental or engineering professional or equivalent additional education.

Preferred Qualifications

  • A Bachelor’s degree from an accredited college or university with a major in engineering, environmental science, or one of the natural sciences
  • Experience in environmental regulatory programs; specifically, regulations related to sources of air emissions and the Clean Air Act.
