POSITION DESCRIPTION: Obtain environmental regulatory permits for all transportation projects. Direct, oversee and coordinate the environmental permitting and mitigation program. Oversee General Engineering Consultant (GEC) permitting staff. Determine which transportation projects require permits. Apply thorough knowledge of federal, state, and regional regulatory agency permitting rules, and regulations to obtain all permits within the project schedule. Serve as the liaison between the Department and agents of the regulatory agencies, and represent the Department at internal and external meetings, e.g. pre-application meetings. Determine which regulatory agencies will exert jurisdiction, what type of permit will be required from those agencies, and what criteria will have to be met to obtain those permits. Assist in preparation and review of permit applications and submit all necessary information to those regulatory agencies to acquire appropriate permits. Review reports, plans and other documents prepared by consultant and in-house staff for accuracy and completeness, which includes reviewing construction plans and environmental permit applications for consistency with Department standards and applicable agency criteria, and providing written comments. Provide Department authorization for permit applications submitted to agencies. Provide direction and guidance to department disciplines regarding environmental permit regulations. Communicate project permit risks to senior management.
Prepare scope and staff hour estimates for environmental permitting and negotiate staff hours with consultants. Assist in the selection process of consultants or contractors either as a Technical Review Committee member or an advisor. Maintain the Permit Tracking tool on SharePoint and produce monthly Permit Project Risk Reports. Coordinate and participate in meetings and field reviews with environmental permit agencies. Conduct informal and formal consultation for protected species, biological opinions, and mitigation activities as required by applicable federal, state, and local laws or regulations.
Coordinate mitigation program activities as required by Chapter 373.4137, F.S. Prepare annual wetland impact inventories and quarterly reconciliation reports as required. Attend joint agency meetings on potential mitigation sites. Negotiate mitigation monitoring requirements with agencies. Review work program to ensure mitigation requirements are adequately funded in the correct fiscal year. Verify proposed mitigation calculations are accurate. Track payment of mitigation to Water Management Districts or private mitigation banks. Prepare invitations to bid for the purchase of mitigation credits. Track purchased credits from mitigation banks. Review approved permits for required mitigation credits and submit required proof of mitigation purchase letters.
Perform and review jurisdictional determinations and protected species surveys and establish jurisdictional boundaries of wetlands and other surface waters in accordance with agency requirements. Prepare and review maps showing jurisdictional boundaries for survey. Acquire, verify, and present data pertinent to environmental permitting. Assess current and proposed conditions and functions of the environmental features of impacted wetlands.
Review current and proposed federal, state, and local regulations involving water quality, wetland mitigation, and protected species as they are applicable to the district’s work program. Assist in reviewing and commenting on Project Development & Environment (PD&E) Study wetland reports and natural resource evaluation reports. Serve on local and statewide task teams and provide relevant feedback. Act as District’s environmental representative at public hearings, public meetings and workshops as required. Assist in reviewing public meeting materials. Respond to media and public records requests. Represent the Department as an expert witness as required. Represent Department and the District on interagency working groups. Manage districtwide consultant contracts relevant to permitting and permit compliance.
KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of environmental laws, regulations, and permitting process for federal, state and local agencies; Knowledge of environmental principles (wetlands, endangered species, secondary and cumulative impacts); Knowledge of general engineering practices and Florida Department of Transportation (FDOT) design criteria, Knowledge of FDOT operation and production processes; Knowledge of contractual procedures; Knowledge of ESRI ArcGIS software; Skill in developing appropriate information to satisfy permitting requirements; Skill in interpreting maps, aerials and construction plans; Skill in calculating wetland and species mitigation requirements; Skill in negotiating both internal and external with other agencies. Skill in managing multiple tasks and meeting deadlines; Skill in using computer applications including word processing, spreadsheets, database and email applications; Skill in managing contracts to include: scheduling, budgeting, scoping, selection, execution and invoice processing; Ability to work independently; Ability to understand both written and verbal instructions; Ability to field identify threatened and endangered species and habitat. Ability to delineate wetlands per state and federal requirements. Ability to present information in an organized manner; Ability to communicate effectively both verbally and in writing. Ability to work on multiple assignments and meet established deadlines; Ability to prepare and negotiate scopes, units, and staff hours; Ability to establish and maintain effective working relationships. Ability to lead and direct GEC staff.
OTHER JOB RELATED REQUIREMENTS: Employee will be required to be responsive to emergency situations within a very short timeframe and serve on the Transportation Emergency Management Team.
