Responsibilities
What You’ll Be Doing
This position will help support Cadmus’ mission-support contracts for the U.S. Environmental Protection Agency’s Office of Water, the Federal Emergency Management Agency, and other government clients. Initial work areas will directly support client implementation of domestic preference purchasing requirements for infrastructure projects including the American Iron and Steel (AIS) and Build America, Buy America Act (BABA or BABAA) as required by the Infrastructure Investment and Jobs Act (IIJA).
Remote, written and in-person technical contributions will be provided in the areas of public health, drinking water, wastewater, water quality, and environmental science/policy. These are multiple-year and multiple-topic contract vehicles that support regulatory development and implementation and provide technical expertise and program management support to our clients. Some on-site technical support to drinking water and wastewater systems and other infrastructure projects is anticipated. This position works in close collaboration with senior team members to ensure timely delivery of high-quality project deliverables to clients, which requires managing tasks, schedules, and budgets with minimal supervision and ensuring consistency and quality of all products.
Successful candidates will have knowledge and experience with civil infrastructure projects, utilities, domestic preference policy, and/or compliance assistance. They will also have experience supporting projects or programs in consulting, utility or state programs, or a similar field. Problem-solving skills, exceptional oral and written communication, comfortable speaking in public, and experience managing multiple tasks simultaneously are also necessary attributes.
Responsibilities:
- Managing tasks, schedules, and budgets with minimal supervision and ensuring consistency and quality of all products
- Providing technical support of interpreting policy, guidance document development; environmental data collection and analysis; technical assistance to drinking water, wastewater, and stormwater utilities and other infrastructure project types; developing and conducting trainings; direct technical assistance; and regulatory program implementation oversight activities
- Coordinating and conducting in person site visits to infrastructure projects to provide direct compliance assistance – travel is anticipated for this position
- Conduct literature searches and reviews on topics to support policy initiatives and domestic preference waiver requests
- Write or edit research summary documents, reports, case studies, presentations, and other documents directed to specific audiences (e.g., underserved and/or disadvantaged communities, consulting engineers, State Drinking Water and Clean Water program staff)
- Provide general project support:
- Ensuring project manager and client satisfaction across multiple projects in a program
- Facilitating information sharing and planning across projects and teams
- Supporting the efforts of multiple project managers
- Providing strategic thinking and problem solving in support of client initiatives
- Ensuring all practices are carried out in accordance with standard procedures and internal quality control and quality assurance policies
- Supporting high-quality client deliverables
- Using quantitative and qualitative methods to analyze data and conduct evaluations
- Provide logistical and administrative support for Cadmus project teams
- Present material internally and assist on external meetings (e.g., webinars)
- Represent Cadmus and clients at workshops, on-site meetings at project construction sites, and conferences
Qualifications
Required Qualifications:
- A Master’s degree with coursework in engineering, public administration, public health, environmental science and policy, or other relevant areas OR a Bachelor’s degree and 1+ years of relevant work experience
- Classwork or experience with EPA regulatory programs or other federal infrastructure funding programs
- Project coordinator experience including budget management is desired
- Strong analytical, problem-solving, and critical thinking skills with the ability to learn quickly, adapt to changing environments, and work independently as well as collaboratively in a team environment
- Strong communications skills, both written and verbal
- Excellent organizational skills with keen attention to detail
- Applied experience with research activities
- Experience public speaking
- Ability to work under deadlines
- Up to 25% domestic travel anticipated
- Positive work ethic in all situations with coworkers, project managers, and clients
- Proficiency in Microsoft Office applications including MS Word, PowerPoint, and Excel
- U.S. Citizenship is required due to Public Trust or security clearance requirements

The minimum starting salary for this position is $60,000. The actual salary may be higher and will be determined by several factors, including relevant work experience, education, skills, and market competitiveness.
