Position Overview
This position will work in the Oil & Gas Resource Management Office (OOGRM) to investigate violations; draft and modify decisions to address the violations including civil penalties and remediation; issue cessation orders; amend grant extensions; process appeals; draft settlement agreements; conduct compliance reviews of permit applications; process FOIA requests, permit revocations and bond forfeitures; appear as a witness for the Department in legal proceedings; performs legal research and investigations of Oil & Gas enforcement cases; assist with drafting of pleadings.
Job Responsibilities
1. Performs beginning legal research and investigation of oil and gas enforcement cases, involving violations of the Illinois Oil and Gas Act, for referral to Department legal staff:
- Conducts beginning legal investigations and or investigations.
- Gathers technical and environmental data to determine sufficiency of evidence in determining the status of the violator for preparation of an enforcement case referral.
2. Researches other sources of information (i.e., Secretary of State corporate records, Internet white pages) for additional information regarding the violator, including the current status of each enforcement case, and other pertinent information, such as the Social Security number or FEIN number:
- Compiles enforcement case records and documents and research relevant OOGRM physical and computer files in preparing written enforcement case referral.
3. Prepares memoranda of investigation for use in preparation of demand letters and complaints against violators for referral to Department legal staff:
- Gathers information from Office of Oil and Gas Resource Management (OOGRM) technical and enforcement data files pertaining to filed complaints.
4. Collects data for uncollected receivables for Comptroller’s offset request and CMS debt collection board:
- Becomes familiar with enforcement rules and procedures.
5. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Requirements
- Requires knowledge, skill and mental development equivalent to two years of college.
- Requires one year of experience in investigative work in law enforcement, insurance, security or related field.
Preferred Qualifications
- One (1) year of working knowledge of effective methods of investigation, practices and rules of evidence.
- One (1) year of experience performing routine functions in investigations.
- One (1) year of working knowledge of oil and gas statutory and regulatory programs.
- One (1) year of experience compiling and summarizing data in a clear concise format.
