The Work You Will Do:

The Environmental Specialist should have the necessary knowledge, skills and ability to be trained, and under the section’s senior staff’ supervision, oversee the performance of contamination assessment and remedial action activities by qualified cleanup contractors for state-funded petroleum cleanup projects.

This position is part of a Team effort that is critical in the performance of assessment and restoration for petroleum contaminated sites in Florida. The Program provides funding to conduct these activities to protect the State’s natural resources and drinking water along with the health and welfare of the citizens of Florida. The Environmental Specialist (ES) I will assist and work with senior Team members, Management, Professional Engineers and Professional Geologists to develop Scopes of Work and Purchase Orders for assessing and remediating petroleum contaminated sites under the various state-funded petroleum programs along with developing site access agreements. The ES-I will work with management and senior staff to plan and prioritize activities and projects in line with DEP’s strategic objectives.

Pay:

Salary: $41,000.00 – $44,000.00

Your Specific Responsibilities:

This entry level position with the necessary knowledge, skills and ability to be trained, and under the section’s senior staff’ supervision, will oversee the performance of contamination assessment and remedial action activities by qualified cleanup contractors for state-funded petroleum cleanup projects. Reviews site cleanup files and historic activities and expenditures, requests proposals for site-specific scopes of work, reviews contractor proposals for technical and administrative adequacy and conformance with applicable statutes, Department rules, procedures, and guidance. Consults with the section’s licensed professionals, participate in the negotiations of all elements with contractors and prepares task assignments and Purchase Orders for necessary work in accordance with PRP standard operating procedures. Performs on-site inspections, reviews contractor deliverables and technical reports, assists in making recommendations for corrective actions, negotiates changes in the scope of work and prepares change orders as required. Coordinates with the section’s licensed professionals on necessary technical comments and approvals for all deliverables and prepares and sends correspondence. Reviews, processes, and approves contractor invoices for completed work. Indexes and/or inserts into the OCULUS electronic site file all site-specific correspondence generated or received, including required quality assurance verification. Monitors the progress of the site assessment and rehabilitation activities occurring at site and the contractor’s efficiency in accomplishing the cleanup in a cost-effective and timely manner.

Responds to correspondence and telephone inquiries related to Petroleum Restoration Program.

Assists the Team Administrator with special projects.

Performs other related duties.

Required Knowledge, Skills, and Abilities:

  • Skill in using personal computers.
  • Ability to conduct site inspections.
  • Ability to compile, organize and analyze data.
  • Ability to use and update the OCULUS, STCM and other PRP related databases.
  • Ability to communicate effectively verbally and in writing.
  • Ability to establish and maintain effective working relationships with a diverse group of professionals.
  • Ability to plan, organize and coordinate complex work assignments.
  • Ability to understand and apply applicable rules, regulations, policies and procedures.

Minimum Qualifications:

  • Valid Class E Driver License.
  • Bachelor’s degree from an accredited university or college; or Any combination of post-secondary education or verifiable related work experience, as described above, for a total of four years.
