The Work You Will Do:

Duties of the Environmental Specialist II include overseeing performance of and providing technical support to district and county storage tank programs; implementing training programs and outreach material supporting the compliance assistance programs. Tracks and analyzes compliance and enforcement activities. Assists in reviewing and producing contract performance reports and compliance reviews as directed to ensure districts and counties meet annual level of service commitments and priorities. Processes facility SWAPs as requested and maintains appropriate contact information for tanks statewide staff. Provides technical assistance to regulated industries, districts, counties, and others on storage tank regulatory requirements. Assists the EA and ESIII with implementation of the Ethanol/Biodiesel Program, including application technical review, date tracking, and generation of Requests for Additional Information (RAI)s and orders. Coordinates regular teleconferences with both districts and counties, generating agendas and meeting notes for distribution.

Pay:

Salary: $38,429.56 – $42,152.04 (Commensurate with experience)

Your Specific Responsibilities:

  • In carrying out the duties of this position, the incumbent is expected at all times to be aware of and abide by the Department’s Standards of conduct, as well as any and all departmental and/or work unit rules, directives, policies, procedures, and/or general orders applicable to performing the duties of this position.
  • This position assists in the development and management of the Division of Waste Management’s statewide environmental waste compliance assistance programs. Promotes department efforts encouraging compliance by regulated entities with storage tank, solid and hazardous waste regulations. Duties include providing technical support to district waste and storage tank compliance assistance programs; developing training programs and outreach material supporting the compliance assistance programs. Assists in reviewing and maintaining management reports to ensure districts meet annual level of service commitments and priorities. Provides technical assistance to the regulated industry, districts, local governments and others on solid/hazardous waste and storage tank regulatory requirements. Analyzes data needs for tracking compliance and enforcement activities.
  • Supports the notification and registration processes including hazardous waste handler notifications, hazardous waste/used oil transporter registrations and mercury handler registrations.
  • Performs related work and special projects as needed, when requested by the supervisor.

Required Knowledge, Skills, and Abilities:

  • Knowledge of state and federal hazardous solid and waste regulations.
  • Demonstrated skill using spreadsheets for data analysis.
  • Skill in using Microsoft applications, Adobe suites, database management tools and data analysis.
  • Ability in effective oral and written communication.
  • Ability to establish and maintain effective working relationships with others.
  • Ability to provide guidance to district staff with primary program area on moderately to complex projects or policies.

Minimum Qualifications:

  • Bachelor of Science degree or five years of related-work experience.
  • Valid Driver’s License.
  • Travel is required.
