The Work You Will Do:

The Waste Site Cleanup Section manages the state-funded investigation and cleanup of hazardous waste sites and emerging contaminants, coordinates with the Environmental Protection Agency (EPA) during the cleanup of federal Superfund National Priorities List (NPL) sites, and implements the Florida Drycleaning Solvent Cleanup Program. Management of these sites involves an interdisciplinary combination of geology, hydrogeology, chemistry, engineering, and environmental science to mitigate risk and protect human health and the environment. The Environmental Specialist III (ESIII) works as a Project/Contract Manager and is responsible for and assists with the technical and managerial aspects of State-Funded hazardous waste cleanup sites, Superfund site rehabilitation projects, and Drycleaning Solvent Cleanup Program sites.

Pay:

Your Specific Responsibilities:

  • Manages all phases of remedial action for numerous hazardous waste sites, including state and Superfund hazardous waste and drycleaning solvent contamination sites, contracting out work as necessary. Recommends corrective actions to the administrator. Prepares site-specific scopes of work, and cost estimates, and negotiates these elements with section’s contractors. Manages contractors working on assigned projects, including on-site inspections to ensure completed work is in accordance with contract requirements. Management of all phases of remedial action activities for assigned projects will be under limited supervision.
  • Performs critical and professionally accurate reviews of work plans, investigative reports, designs and bid documents for assigned projects, as well as coordination of document reviews with other sections and agencies. Evaluates remedial alternatives and participates in the selection of the alternative most consistent with National Contingency Plan (NCP), CERCLA, and state regulations and initiatives, as appropriate.
  • Manages assigned Waste Site Cleanup and Drycleaning Solvent Cleanup Program Services contracts and performs all necessary contract management aspects of these contracts with limited supervision. Prepares complete and accurate contract Task Assignments, Change Orders and Work Directives in accordance with department guidelines. Reviews and approves contractor invoices for completed work to ensure compliance with contract requirements. Maintains and updates all contract management documentation for assigned contracts, resolves contract issues, and renegotiates assigned contracts on an annual basis.
  • Serves as training coordinator for the Section. Responsible for determining Section training needs and developing annual training budgets. Assists in training and supervision of other project managers. Schedules section training seminars and assists in selection of seminar topics. Assists in development and drafting of internal operating procedures.
  • Remains familiar with department locational data standards and GIS mapping capabilities. Prepares maps, figures, and reports as requested. Assists Section Administrator with Natural Resource Trustee issues.
  • Section website coordinator. Provides updates for and uploads documents to be posted on Section website to reflect current status of Section activities.
  • Responds to information requests, advises and represents the section Administrator, as needed. Performs other duties as deemed necessary by the Administrator.
  • Note: The duties of the position require the incumbent to represent the Department as the generator of hazardous waste for transport and disposal, the incumbent will be required to successfully complete and maintain proficiency in a DOT Hazardous Materials Handling course under 49 CFR 171-180. The incumbent will be required to successfully complete and maintain certification in OSHA Hazardous Waste Operations and Emergency Response under 29 CFR 1910.120. The incumbent of this position is expected to be aware of and abide by the Public Service Standards as developed by the Department.

Required Knowledge, Skills, and Abilities:

  • Knowledge in one or more of the following disciplines: geology, geophysical investigations, well drilling, hydrology, environmental chemistry, toxicology, risk assessment, ecology, biology, environmental studies.
  • Ability to enter hazardous waste sites.
  • Ability to effectively communicate technical and non-technical issues both verbally and in writing.
  • Ability to establish and maintain effective working relationships with others.
  • Ability to plan, organize and coordinate work assignments.
  • Skill in proofreading and editing technical documents for technical accuracy, spelling and grammar.
  • Skill in using personal computers for word processing and data analysis.

Minimum Qualifications:

  • Valid driver’s license.
  • Bachelor’s degree from an accredited college or university.
  • Ability to complete OSHA Safety Training within 6 months of hire.
  • Ability to travel.

Preferred Qualifications:

  • Three years of related-work experience.
