The Work You Will Do:
The Office of Resilience and Coastal Protection (ORCP) is looking to fill a full-time Environmental Specialist III. This is one of 7 positions in the Beaches Field Services Program to handle beaches field permitting and compliance. This position manages the northeast field permitting of Coastal Construction Control Line permits, as well as compliance checks and inspections for non-compliance. Additionally, this position is involved in hurricane emergency response, and documentation of any hurricane beach impacts.

Where You Will Work:
This position is located in St. John’s County in Florida. Travel within this region will be required to perform mission critical duties.

Your Specific Responsibilities:
This is an intermediate environmental position. The incumbent of this position will provide assistance to and coordinate with other sections and program areas of the Office of Resilience and Coastal Protection (ORCP) in pursuit of the overall mission to protect, preserve, and restore the beaches and coastal systems of Florida.
Issues on-site field permits for minor mid-level activities seaward of the Coastal Construction Control Line (“CCCL”) requiring review of plans and specifications. Monitors both CCCL and Joint Coastal Permit (“JCP”) projects and activities authorized by the Department to determine status of work and compliance with approved project descriptions, engineering plans, and permit conditions. Make determinations based on review and knowledge of engineering plans, topographic surveys, familiarity with standard construction practices, and project visits and observations. Also, assists permittees, project contractors, engineers, and architects in understanding and meeting permit requirements.
Conducts shoreline and beach inspections to detect un-permitted work and violations of Chapter 161, 373 and 403 F.S. Takes appropriate action to notify offenders of violations and report same to the Section. Conducts follow-up inspections as required.
Conducts inspections of sandy beaches and shorelines under the Department’s jurisdiction to detect, monitor, and report dune erosion conditions and trends. Inspects specific sites of proposed construction seaward of the CCCL as directed by ORCP to verify site conditions and provide similar data to CCCL staff.
Meets with beach-front property owners, engineers and architects, and local/state governmental representatives to provide assistance in interpreting the agency’s rules, regulations, and construction requirements. Upon request, represents ORCP and agency at public and private meetings, conferences, workshops, and seminars on projects and issues related to the CCCL and JCP Programs.
The incumbent of this position has been identified as emergency Mission Essential Personnel in accordance with Directive 971 and, in that capacity, may be required, on short notice, to perform duties and travel in support of emergency efforts. All leave approved is subject to recall in the occurrence of a major event. Leave should be coordinated with backup/cross-trained staff and approved by management to ensure that DEP essential functions can be performed, if required. This position may be placed On-Call to remain available to perform essential duties.

Required Knowledge, Skills, and Abilities:
Knowledge of environmental policies, procedures, rules and regulations.
Knowledge of the concepts, terminology, and principles of engineering design, construction, and/or operations.
Knowledge of basic biological and ecological principles.
Knowledge of general building construction practices.
Knowledge of site development, planning and environmental regulatory practices.
Skilled in written and oral communication.
Skilled in applying basic site plan review concepts.
Skilled in using database management and word processing software.
Ability to read construction plans, topographic surveys, and documents.
Ability to interpret applicable rules and design codes.
Ability to work with infrequent supervision.
Ability to work well with the public and co-workers.
Ability to traverse difficult terrain and conduct inspections of beaches and shorelines.
Ability to perform assigned duties in a timely manner.
Ability to prepare inspection reports.
Ability to travel and maintain a valid driver’s license.
Knowledge of Florida’s sandy beach environments.
Minimum Qualifications:
- A 4-year degree from an accredited college or university and 4-years of related work experience.
- A valid driver license.
