Description of Job
The Work Unit
This position is housed in the Chronic Disease Epidemiology and Evaluation Program’s (CDEEP) Evaluation Unit, within the Center for Health and Environmental Data (CHED)’s Health Statistics and Evaluation Branch. The Chronic Disease Epidemiology and Evaluation Program exists to:
1) design and implement scientifically sound evaluations of CDPHE public health programs, assessing processes, outcomes, and cost-related measures based on logic models that promote a mutual understanding between programs and evaluators regarding the relationship
between the program’s activities and intended effects, and;
2) provide surveillance and epidemiology support to CDPHE programs and external partners. The program provides program managers, policy makers and other decision makers and data users with epidemiology and evaluation products and technical assistance to help target programs and policies to the appropriate geographies and demographics, to measure progress in improving population health, and to increase the effectiveness of existing programs and policies and to design programs that address newly identified needs.

The Position
This position will serve as an entry level analyst supporting multiple complex evaluation and data projects for the Chronic Disease Epidemiology and Evaluation Program, in content areas such as cancer prevention and control and health systems change/clinic quality improvement as well as chronic disease prevention, health promotion, nutrition, oral health, school health, and tobacco prevention and control. This position assists in the design, implementation, and analysis of qualitative evaluation research methods using tools such as online surveys, key
informant interviews, and focus groups. This position will also assist in gathering, analyzing, interpreting, and disseminating population-based health survey data from sources such as the BRFSS, CHS, PRAMS, HKCS, and TABS, as well as program-specific data contained in state-maintained information systems such as e-CaST, CDS, Medicaid’s MMIS, clinic EHRs, and other sources. The position prepares data summaries and assists in the preparation of
comprehensive reports for a broad audience. This position interacts with internal and external stakeholders to define their data and evaluation needs, design research methods and tools, provide data, interpret findings, and communicate statistical principles and procedures applicable to interpreting the results.
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
Minimum Qualifications:

Option One – Four (4) years of appropriate experience in evaluating public health programs or closely related fields.

Option Two – Bachelor’s degree from an accredited college or university in public health, program evaluation, statistics, statistical analysis, sociology, demography, research design and methodology or closely related field.

The preferred experience, competencies, and abilities are highly desirable for this position and will be considered in selecting the successful candidate:

  • Master’s degree in public health, applied psychology or sociology, program evaluation or statistics.
  • Experience collecting, analyzing, and/or interpreting data.
  • Proficiency with SPSS, R, or SAS statistical software.
  • Proficiency with Tableau or other data visualization software.
  • Experience managing complex and varied data from multiple sources, including use of databases (e.g., MS Access, SQL, REDCap).
  • Experience managing protected or confidential health information, including applying principles and regulations associated with HIPAA, state statutes, and other relevant regulations.
  • Critical thinking; ability and motivation to develop creative solutions to complex, interpersonal, process, and systemic challenges.
  • Initiative & self-management, the passion and ability to dive into the work and accomplish tasks within established timeframes.
  • Self-efficacy, flexibility and adaptability, high tolerance for ambiguity and ability to perform research to identify appropriate courses of action.
  • Attention to detail and problem solving to ensure data and work are accurate and ability to recognize issues with data and find ways to fix any inaccuracies.
  • Experience with communicating data and results to different stakeholder groups through oral and written communications. Ability to take data and results and display it in appealing ways to different audiences.
