Job Summary
Salary to be commensurate with qualifications
This is an in-person position and is not eligible for remote work. This position has an anticipated work schedule of Monday – Friday, 8:00am – 5:00pm, subject to change. Under FLSA guidelines, this position is non-exempt.
Supervises and coordinates the activities and operations of El Paso County Sheriff’s Office Property and Evidence Unit. Coordinates activities in support of other departments, outside agencies, and the public; provides highly responsible and complex technical support to higher level leadership.
Essential Duties/Responsibilities
- Supervises and coordinates the organization, staffing, and operational activities for the Property and Evidence Unit. Ensures all operations and activities follow accepted chain of custody protocols, policies, and procedures, and legal requirements.
- Trains, motivates, and evaluates assigned Property and Evidence Unit personnel; provides or coordinates staff training; works with employees to correct deficiencies; participates in the hiring and disciplinary process.
- Directs, coordinates, and reviews the work plans for assigned services and activities of the Property and Evidence Unit. Assigns work activities and projects; monitors work flow; reviews and evaluates work products, methods, and procedures.
- Assists in the preparation of evidence and property for auction, donation, destruction, or return to owner; files related documentation and advises department personnel as requested.
- Coordinates with internal and external customers for the destruction of items or materials using an industrial incinerator.
- Directs and coordinates the operation, maintenance, and repair of an industrial incinerator.
- Provides staff assistance to higher level leadership; prepares and presents staff reports and other correspondence as appropriate and necessary. Coordinates property and evidence activities with outside agencies and organizations. Serves as a liaison to the public.
- Participates in the development and implementation of goals, objectives, laws, policies, and priorities; recommends and implements resulting policies and procedures.
- Oversees and recommends budget allocations and implements improvements; identifies resource needs and opportunities for improving service delivery methods and procedures.
- Stays current with legislative updates, evidence advancements, and best management practices.
- Maintains and updates various files and records; retrieves objects and records for County Staff and outside agencies as requested.
- Produces reports and statistics as requested by the chain of command and media inquiries.
- Provides information to the District Attorney’s Office as needed; testifies in court as required.
- Performs other duties as required.
Qualifications
Knowledge, Skills, and Abilities:
- Knowledge of Federal and State laws, rules, and regulations pertaining to evidence.
- Working knowledge of Microsoft Office, EvidenceonQ, Law Enforcement Records Management System (LERMS), National Crime Information Center (NCIC), Colorado Crime Information Center (CCIC), and Criminal Justice Information Center (CJIS).
- Must be honest, truthful, trustworthy, and possess a high degree of personal integrity.
- Ability to demonstrate thorough knowledge of the organization structure of the Sheriff’s Office.
- Ability to analyze problems, identify solutions, project consequences of proposed actions, and implement recommendations in support of goals.
- Ability to formulate plans, policies, and procedures; ability to understand, interpret, and communicate policies and procedures to staff.
- Must be able to manage difficult situations in a professional and diplomatic manner.
- Ability to respond in a flexible manner and to reprioritize work as situations change.
- Ability to write and maintain accurate records and reports to meet leadership objectives.
- Must possess good judgment and common sense to make competent decisions, as well as prioritize and assign duties under stressful conditions.
- Ability to communicate, both verbally and in writing, and work effectively and positively with Office employees, leadership, other County staff, and the public.
- Must possess a high level of organizational skills, initiative, and attention to detail as well as excellent grammar, spelling, and punctuation skills.
- Ability to maintain the security of sensitive and confidential information.
- Must possess the ability to use standard office equipment, including telephone, computer, fax machine, and copier.
- Maintain regular and punctual attendance.
Required Education and Experience:
- High school diploma or equivalent education.
- Minimum three years of full-time experience in a law enforcement or criminal justice setting.
- Any equivalent combination of related education and work experience that satisfy the requirements of the job will be considered.
Preferred Education and Experience:
- Associate’s degree in criminal justice or related field.
- Two or more years of experience in police property and evidence or police scene processing activities.
- Training experience in property and evidence handling, forensic science, or crime scene investigation.
- Supervisory experience preferably in an Evidence/Property Unit setting.
Licenses/Certificates:
- Must possess and maintain a valid driver’s license.
- Must possess and maintain NCIC/CCIC certification, or ability to obtain within ninety days of employment.
- Must obtain and maintain Criminal Justice Information System (CJIS) Compliance within six months of employment.
Pre-Employment Requirements:
- Must pass background investigation, truth verification examination, motor vehicle record check, and drug screen.
Work Conditions
Duties are primarily performed in an office environment with some occasional work in the field; some travel may be required. May be exposed to unpleasant conditions, adverse weather, and rugged terrain at crime scenes. Position may be subject to call-out.
