Department Summary

The Office of the Vice President for Research and Innovation (OVPRI) – Research Integrity unit is a team of professionals who proactively manage compliance and identify risks associated with research, including export controls, animal welfare, human subjects research, and conflict of interest disclosures.
The OVPRI advances world-class research, scholarship, and innovation at the University of Oregon, a top-tier public research institution. Position Summary

The Export Control Officer (ECO) works closely with a wide range of university partners to promote compliance with federal export control regulations, including the International Traffic in Arms Regulations (ITAR), the Export Administration Regulations (EAR), and the regulations administered by the Treasury Department’s Office of Foreign Assets Control (OFAC). Export control laws support the national security of the United States by promoting regional stability, preventing the proliferation of weapons of mass destruction, advancing U.S. foreign policy objectives abroad, and protecting U.S. economic interests at home. The ECO furthers the purpose of integrating compliance with federal export control laws into the university culture.

The ECO is responsible for designing, developing, implementing, communicating, and monitoring an effective export control program at the University of Oregon. The ECO advises the University community on export control issues related to international travel and shipments; reviews export control terms in proposals, contracts, and other agreements; applies for export control licenses when required; and maintains records in accordance with applicable requirements. The ECO is responsible for export control oversight, including the development of training, education, and assessment tools, and the implementation of policies and procedures to promote the University’s ongoing compliance with export control laws.

The ECO is the primary point of contact for internal and external inquiries regarding export control compliance. The ECO responds to requests for review with efficiency, diligence, and excellent customer service skills, proactively identifying, modifying, or creating policies, procedures, and systems to promote best practices and compliance.

The Export Control Officer reports to and collaborates with the Associate Director for Export Controls and Conflicts of Interest. The position is full-time and located in Eugene, Oregon, however remote or hybrid work requests may be considered.
Minimum Requirements
• Bachelor’s degree, and two years of experience related to the field of research administration, compliance, export controls and/or conflicts of interest.
• 3 years of experience with: ethics or compliance policies, procedures, and programs OR experience with national security, shipping, visas, international engagement, licensing, technology transfer, contracts, investigations, or compliance.

• Ability to navigate complex environments in a constructive and appropriate manner, utilizing excellent interpersonal skills and the ability to work both independently and as part of a team interacting with all levels of University personnel.
• Ability to design, develop, deliver, and assess training programs.
• Ability to work effectively with people from diverse backgrounds, cultures, and employee groups, and cultivate the enhancement of diversity and an inclusive working and learning environment.
• Ability to exercise independent judgment when completing highly complex, broadly defined assignments and to maintain the confidentiality of sensitive information.
• Proficiency with Microsoft Office programs such as Excel, PowerPoint, and Outlook (or similar scheduling/calendar program); knowledge of or willingness to learn databases and electronic systems required to implement export control regulations (e.g., Visual Compliance, SNAP-R).
Preferred Qualifications
• Advanced degree in law or other technical degree in an area relevant to exports review, such as privacy, science, or engineering.
• 7 years experience in research administration, or 3 years in export controls.
• Experience in a team-based professional setting or working with constituent groups.
• Experience with at least one area relevant to exports (including, but not limited to, shipping, data privacy, international technology transfer, interpretation and application of complex federal regulations, processing complex federal data disclosures, global engagement or visa compliance) or as an export control officer.
• Ability to develop independent recommendations for action related to complex and varying individual export control situations, including identifying the applicable regulations, exemptions, and exclusions for a given situation.
• In-depth experience in collaboration, facilitation, and strategic and creative thinking.
