The External Audit Liaison (MA5) is a critical role for the agency, which is subject to audits and reviews by numerous external organizations. Through this work, the position reduces the agency’s risk, helps avoid sanctions and disallowances, and promotes the agency’s credibility through timely resolution of issues. This position is eligible for telework.
As the External Audit Liaison (MA5) you will support the agency by:
- Providing expert facilitation and consultation during audits, reviews, investigations, etc. by external regulators or other oversight organizations.
- Managing external audits, reviews, and investigations and ensuring any deficiencies identified are addressed.
- Ensuring external audits and investigations run smoothly as possible to the extent the agency can control.
- Advising agency staff, including executive leadership, through external audits and reviews and performs internal controls reviews of agency functions and offers guidance to staff on internal control processes.
- Coordinating day-to-day activities of external audits of DOH.
- Keeping detailed records, tracking documents, and managing requests for information.
- Building positive relationships while maintaining organization of workflows and processes.
- Overseeing and coordinating complex engagements that may involve multiple divisions, other agencies, DOH contractors, and external legal counsel.
- Using professional judgment and expert knowledge of agency processes, risks, and audit or investigative standards to effectively advise and support agency staff and leadership through these engagements.
- Representing DOH to external organizations and ensuring that DOH receives due process and is accurately and fairly presented.
- Preparing or overseeing the production of professional responses to regulatory organizations and presents findings and recommendations to executive management.
- Supporting the tracking of all external audit issues and working with external regulators to resolve those findings.
- Serving as a subject matter expert in managing the audit and audit issue tracking systems in SharePoint.
- Helping to ensure that leadership will have real-time access to outstanding audits and audit issues on demand.
- Developing a strong, positive relationship with state and federal grantors and regulators.
This position will require a solid knowledge of the agency and understanding of auditing standards, and audit procedures as well as, strong communication and organizational skills, and the ability to work with staff at all levels of the organization, including Executive Leadership.

The Office of Enterprise Risk Management (OERM) is located within the Center for Facilities, Risk and Adjudication. OERM is responsible for identifying and managing those events or outcomes that could prevent the agency from meeting its strategic goals.
The External Audit function is responsible for overseeing the multiple audits and reviews that DOH receives each year and serves as the liaison between department staff and the external partners who perform the audits and review of various divisions, programs, and grants. This function also acts as the agency Internal Control Officer.
The incumbent may be located anywhere within the State of Washington. Telework (mobile work) is currently expected. When approved, the incumbent will work with their supervisor to identify an appropriate work schedule and balance including telework and reporting to the Tumwater, WA duty station for work activities approximately once a quarter.

Required Qualifications
Experience defined below may have been gained through paid or unpaid activities.
- Four-year degree from an accredited college or university in business administration, accounting, or other relevant/related field of study and two (2) years of full-time professional experience with auditing, accounting, project planning, data analysis and presentations.
OR
- At least four (4) years’ experience in two (2) or more of the following areas:
- Assisting in complex engagements or projects
- Project planning and objective setting
- Developing work plans
- Data gathering, analysis, and verifying evidence.
- Drawing conclusions and recommendations
- Report writing and presentations.
- Providing technical advice and/or training
AND
- Demonstrated experience using strong communication skills to draft agency responses to audit results and preparing synthesized reports.
- Current knowledge of and experience with professional auditing standards:
- Generally Accepted Auditing Standards (GAAS)
- Generally Accepted Governmental Auditing Standards (GAGAS)
- Intermediate skills with Microsoft programs such as MS Excel, MS Word, and MS PowerPoint.

Insurance Benefits

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees’ Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems’ web site.
Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.
Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.
Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.
Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.
Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.
Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.
Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.
Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.
Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.
Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.
Pay status includes hours worked, time on paid leave and paid holiday.
As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.
Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.
Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.
Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
