The City of Albany Public Works Department is currently accepting applications for a Facilities Mechanic I position. This position performs a variety of basic semi-skilled and skilled maintenance and construction work. Coordinates and participates in the safe maintenance and repair of equipment associated with the water treatment plant, wastewater treatment plant, sewage lift stations, water booster pumping stations, storage reservoirs, water supply facilities, and other related facilities; and does related work as required.
POSITION INCENTIVES:

CDL and CDL Training: For the successful candidate hired into this position who does not possess a CDL at the time of hire, the city will pay the third-party costs for the new employee to attend any Entry-Level Driver Training required by the FMCSA. As a condition of the City advancing these trainings costs to attend Entry-Level Driver Training, the employee will be required to sign a written agreement that they will remain employed by the City for two full years (24 months) after obtaining their CDL or repay the City for the full cost of training. Repayment will be required should the employee resign, retire, or otherwise voluntarily separate from City employment within the 24-month period after obtaining their CDL. For new hires who have a valid CDL at the time of hire, the new hire will only be eligible for reimbursement of any applicable renewal fees.
NOTE: This position is full benefits eligible. Out-of-pocket cost for medical, dental, and vision coverage is approx. $45/mo. for employee only coverage up to a max of $130/mo. for family coverage.
Essential Functions/Duties & Responsibilities
The duties listed are intended only as illustrative examples of the various types of work that may be performed by individuals in this classification. Any of the following duties may be performed. These examples are not necessarily performed by all incumbents and do not include all specific essential functions and responsibilities the incumbent may be expected to perform.
- Designs, fabricates, and welds numerous projects from small repair or modification projects to building structures that contain the new lift station controls. Uses welding materials such as aluminum, stainless steel, mild steel with various processes including Tungsten inert gas, metal inert gas, and shielded metal arc welding process. Fabricates permanent structures using advanced carpentry skills in producing rafters and other structures and projects with wood.
- Evaluates pump performance curves and operational data to determine if, when and what work must be done to all pumps. Estimates, plans, and programs the appropriate repair work including rebuild pumps, replace packing, seals, impellers, bearings shafts and all related parts. Pump evaluation includes electric motor diagnostics, repair, and replacement.
- Maintains accurate and detailed maintenance records for all equipment and activities performed as directed and required. Enters maintenance data into computerized maintenance program, spreadsheets, and data base software daily.
- Creates process monitor trends using treatment plant operator interface software (Wonderware), evaluates process trend data for treatment plant and remove site equipment, analyzes critical data points, creates operating exception reports, and use information to identify actual performance issues and potential predictive maintenance problems.
- Inspects and maintains assigned equipment and tools by cleaning and checking equipment and tools before and after use. Defects or needed repairs are reported to the supervisor.
- Performs extensive and routine preventative maintenance from oil changes and greasing to inspection and replacement of belts, seals, chains, sprockets, valves, and various other parts to prevent sudden failure of all critical equipment including the rolling stock.
- Operates heavy equipment such as backhoe, boom truck, bobcat, forklift, track hoe, scissor lift and man-lift, and over-the-road commercial trucks requiring an Oregon commercial driver’s license to install in the ground vaults, pipe, conduit, or excavates.
- Participates in rotating after hours, emergency response on-call status. Each crew member is required to be available to respond to all emergencies from mechanical failures to power outages that require emergency generators at least one week per month. Duty includes all hours outside the normal working shift.
- Maintains security of fences and gates of all remote sites as well as of the treatment plants including a regular quarterly change of all electronic gate codes as well as the main gate codes. Diagnoses, repairs, replaces, and stocks parts for the electronic slide gates at the treatment plant facilities.
- Performs building maintenance duties for treatment facilities and remote sewer and water pump station buildings including electrical, plumbing and door hardware and locks.
- Oversees and or maintains the heating, cooling and ventilation systems at all facilities including remote sites, both water treatment facilities, as well as the wastewater treatment facility.
- Maintains professional networks and attend training sessions and conferences as necessary to advance skills and keep abreast of issues and practices in all areas of responsibility.
- Represents the City of Albany by responding to the public, citizens, its employees, and others in a prompt, professional, and courteous manner while continuously maintaining a positive customer service demeanor. Qualifications & Requirements
Education and Experience:
A high school diploma or its equivalent and three years of experience in water/wastewater electrical equipment maintenance and repair, or three years of experience as a journeyman maintenance mechanic or millwright involved in welding and electrical and mechanical maintenances; or an equivalent combination of education, training and experience that provides the required knowledge, skills, and abilities.
Special Requirements:
- Possession of or ability to obtain a valid Oregon Commercial Driver’s License (CDL) within six months of job placement.
- Certification as a Journeyman-Level Mechanic is desirable.
- In accordance with Human Resources substance abuse policies, incumbents in this position are subject to the City’s Drug & Alcohol testing program.
- The individual shall not pose a direct threat to the health or safety of themselves or others.
Knowledge, Skills, and Abilities:
Knowledge of: evaluating and troubleshooting mechanical components to determine existing operating condition; standard practices, materials, and modern methods used in the safe repair and maintenance of water and wastewater equipment; repairing pumps and all treatment facility equipment; basic level-one low-voltage electricity; and OSHA industrial required safety procedures.
Skill in: making general maintenance and equipment repairs and in the operation of listed tools and equipment used.
Ability to: evaluate, coordinate, and perform mechanical maintenance tasks independently; work from sketches or engineered drawings; use and maintain maintenance management software programs on desktop and laptop computers; to operate and repair small/light equipment, such as power tools; communicate effectively, verbally and in writing; understand and carry out written and oral instructions; establish and maintain effective working relationships with employees, other departments, and the public; and operate computers for data entry.
WORK ENVIRONMENT
The work environment requires the employee to frequently work near moving mechanical parts and is exposed to extreme cold, wet and/or humid conditions, and to toxic or caustic chemicals. The employee occasionally works in high, precarious places and is occasionally exposed to fumes or airborne particles, risk of electrical shock, and vibration. Very frequently, 80% of the workday is spent working in sewage, and sewage holding facilities, tight restricted spaces with electrical and mechanical systems, loud noise levels, associated process chemicals such as chlorine and caustic soda, fumes and gases, and varying weather conditions. This position will regularly work evenings and weekends and requires frequent travel to work sites around the city.
