PSE’s Safety & Corp Shared Svcs team is looking for qualified candidates to fill an open Facilities Project Manager II position!

Job Description

A Facilities Project Manager II will manage scope, schedule and budget for a project or portfolio of projects, with minimal supervision that carry medium risk and financial impact. This role will work closely with internal partners while managing vendor execution throughout project/service execution. Projects may involve multiple agencies, private sector businesses and special interest groups.

Develops and manages facility projects, both renovation and new construction to support PSE’s facilities-capital program. Initiates project, including internal and external stakeholder commitments, demonstration of business need and project feasibility. Leads project teams to identify time frame, methods for accomplishing the project, and allotment of available resources to various phases of the project. Works with stakeholders throughout project lifecycle to confirm design requirement, develop contractor statements of work, bid documents, and coordination of estimates. Conducts field inspections to collect data, verify existing/actual conditions, and monitor conformance with plans/specifications.

Upholds the safety compliance standards inherent in PSE’s operating and/or field procedures related to work responsibilities. Promotes and supports a culture of total safety.

Job Responsibilities

  • Assembles and leads multi-disciplinary project teams. Identifies the scope of an assigned project and decides logical action to meet project requirements and deadlines.
  • Communicate and manage the customer relationship as the primary point of contact.
  • Accurately identify customer needs, set reasonable expectations, identify potential issues and share alternatives.
  • Perform effective upfront project planning and advocacy of PSE’s operational objectives to minimize costs and change orders, identify risks, and maximize efficiency through negotiation and conflict resolution.
  • Drafts Request for Proposals (RFP) and develops scope of work. Negotiates contracts, selects consultants and administers contracts for consulting architects, engineers, contractors and project management resources. Conducts all necessary meetings to procure design and construction services.
  • Assists with project financial reports and accounting. Prepares project budgets ad assists with budget development. Prepares status/forecasts reports on time with supporting conclusions and recommendations.
  • Creates presentation material. Communicate technical information clearly and concisely to non-technical audiences, sometimes in public settings.

Minimum Qualifications

  • Bachelor’s Degree or equivalent combination of education and/or work experience.
  • At least four years relevant work experience including managing simple projects.
  • Demonstrated strong written and verbal communications skills and ability to work as part of a team.
  • Basic knowledge and experience in scheduling, estimating, accounting and finance principles.
  • Basic knowledge in project management discipline to effectively arrange resources and manage multiple simple to medium complexity projects in a cross-functional environment.
  • Customer-oriented, a positive, team-oriented and collaborative attitude, flexibility, an understanding of the business issues driving the need for the project, and solid work ethic are expected.

Desired Qualifications

  • General knowledge of project management principles, processes and techniques, applied in a utility setting. Projects may involve new construction, upgrades, uprates and modifications of the electric distribution and transmission system; substations; gas pipelines, district regulators and other gas facilities. Projects also include the addition of new generation facilities and modifications and upgrades to existing facilities.
  • Advanced Project Management Training and Project Management or Construction Management Certification from an accredited institution (i.e PMP, CMAA).
  • Experience with utility methods, techniques and procedures involved in budgeting, procurement and contract administration.
  • Excellent verbal and written communications skills, with an ability to express complex technical concepts in business terms.
  • General knowledge of techniques used to involve community members in development of project affecting their community. Ability to speak effectively in public to communicate technical information.

Additional Information

Working Environment

Works 50% of time in an office or field location in all types of weather. Field inspection work is necessary. Attends meeting or performs duties outside of normal office hours. Moves throughout the facilities. Drives motor vehicles to perform duties in the field, at multiple sites. Uses appropriate safety equipment and follows established work safety policies, practice and procedures.

The pay range for this position is $73,900.00 – $122,900.00, and this position is eligible for annual goals based incentive bonuses.
