Minimum Qualifications
Bachelor’s degree in a human services field, or bachelor’s degree in any field with relevant experience; and three years of experience (five preferred) in child and family serving programs. Experience as a supervisor or lead worker preferred; or an equivalent combination of training and experience. Master’s degree in social work preferred. Child welfare experience in Virginia public social services or private therapeutic foster care agency preferred. Experience compiling reports, correspondence, data and narrative of case management and grant proposals. Knowledge of trauma informed practices preferred. Excellent organizational, time management, oral/written communication, interpersonal, public relations, and supervisory skills required. Knowledge and ability to apply social work principles and Virginia policies in permanency services and other child welfare programs. Ability to demonstrate exceptional critical thinking and decision-making skills during crisis situations. Computer competency required; proficiency in OASIS preferred. Ability to interpret laws, policies and regulations related to human services. Exceptional ability to collaborate and achieve performance goals. Current valid driver’s license and good driving record required. Based on the Virginia DMV point system, record must not reflect a total of six or more demerit points within the twenty-four months preceding the anticipated hire date, or one major violation of six demerit points within the preceding thirty-six months. Out of state driving records must be obtained by applicant and presented at time of interview. Records must reflect at least three years of history and be dated within thirty days of interview date. Pre-employment drug testing, FBI criminal background check and education/degree verification required.
Duties
The Chesterfield-Colonial Heights Department of Social Services is seeking an experienced professional to provide leadership and program oversight to a Child Welfare (Permanency) team of Family Services Specialists responsible for an array of Permanency Services to include foster care, adoption, family engagement, independent living, resource parent recruitment and training and Interstate Compact on the Placement of Children. The ideal candidate is a visionary leader who uses a strengths-based and solution-focused approach in all aspects of leadership and program oversight. The Family Services Supervisor II works to coach and train staff to achieve performance excellence; manages change and facilitates adjustments necessary for the team to embrace changes in practice and program policies and procedures. The supervisor assigns, reviews, and evaluates staff’s work and plans and develops policies and processes that ensure efficient workflow and ongoing program development. The Family Services Supervisor II reviews and evaluates service effectiveness using data and various program evaluation methods. This includes interpreting policies and programs to other agencies and the public, developing collaborative relationships and resources in the community and applying knowledge of Virginia child welfare policies. The Family Services Supervisor II assists in budget preparation, monitors program expenditures, maintains records, prepares reports. Perform other work as required. Must be willing to work outside normal working hours, which includes being on-call for emergencies 24 hours a day, including weekends, on a rotating schedule. Employees of Social Services are assigned to Emergency Shelter Teams and reporting to an activated community shelter for duty is part of the job’s requirements.
