The Department of Social Services is exciting to announce that we are recruiting for a Family Services Training Program Manager. This position is responsible for the implementation and execution of various services and programs to advance the work of the Family Services Team. All work is done under the general direction of the Social Services Director or Deputy Director of Family Services.
Duties, Responsibilities, Miscellaneous Information
- Identifies Family Services training needs and coordinates, develops and conducts trainings to address these needs;
- Ensures Family Services training compliance and team training records and reports;
- Ensures efficient and effective onboarding of new employees via existing VDSS trainings and in-house trainings;
- Develops and manages refresher trainings for tenured employees;
- Leads and maintains integrity of case reading activities across all Family Services programs;
- Provides case consultation on state and federal regulations to Family Services Specialists;
- Works through complex policy scenarios with Family Services Specialists and coordinates with VDSS Consultants as needed;
- Participates in and, may at times, lead recruitment and retention efforts.
- Obtains, compiles, and analyzes caseload data to ensure equitable distribution across the team; may implement caseload changes and rebalancing within the Family Services systems;
- Acts as the primary point of contact for the coordination, preparation, submission and resolution of all Family Services program audits, evaluations and reviews;
- Coordinates, develops, implements and monitors program improvement plans or corrective actions to achieve outcomes, goals and objectives;
- Obtains, compiles, and analyzes data to assess Family Services compliance with state and federal regulations;
- Coordinates community outreach activities designed to inform, educate and promote citizen engagement in programs and activities;
- Maintains excellent community relations, including ensuring timely review and response to citizen concerns and inquiries;
- Coordinates, researches issues, drafts responses, and provides follow-up to citizen inquires or concerns;
- Supervises individual staff, teams and/or agency programs as assigned;
- Other duties as assigned.
Qualifications/Certifications
Education and/or Experience:
- Minimum of a Bachelor’s degree in a Human Services field or minimum of a Bachelor’s degree in any field and a minimum of two years of appropriate and related experience in a Human Services area (Section 22VAC40-670-20 of the Administrative Code of Virginia).
- Considerable experience in assigned program areas and completion of required training programs. Work experience in leadership role.
- Equivalent combination of training and experience which provides the required knowledge, skills, and abilities.
- Possession of a BSW or MSW degree and a Commonwealth of Virginia Social Work license are desirable. Master’s degree is preferred.
Certificates, Licenses, Registrations: Possession of a valid and appropriate driver’s license.

- Knowledge of Virginia’s Social Service system with significant hands-on experience in Family Services programs desired;
- Knowledge of the operation, procedures and services of the Department of Social Services and City;
- Knowledge of the principles and practices of public administration and business management;
- Excellent working knowledge of Microsoft Office software for developing documents, spreadsheets and presentations;
- Ability to establish and maintain working relationships with co-workers, city, state and federal officials and the general public;
- Ability to maintain complex records, prepare detailed reports from such records and to maintain confidentiality of materials, if required;
- Ability to make ethical decisions in accordance with established policies and procedures;
- Ability to think and problem-solve creatively;
- Strong project management and time management skills;
- Must be highly organized, detail oriented, and flexible to change.
Vision Requirements: Minimum requirements set by the Division of Motor Vehicles.
EQUIPMENT ESSENTIAL TO DO THE JOB: Telephone, computer, calculator, copy machine, shredder, and a motor vehicle.
