The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of New York City’s children and families by providing child welfare, juvenile justice, and early care services. In child welfare, ACS contracts with private nonprofit organizations to support and stabilize families at risk of a crisis through preventive services and provides foster care services for children not able to safely remain at home. Each year, the agency’s Division of Child Protection responds to more than 50,000 reports of suspected child abuse or neglect. In juvenile justice, ACS manages and funds services including detention and placement, intensive community-based alternatives for youth, and support services for families. ACS is also a key part of NYCs early childhood and education continuum, providing child care assistance to thousands of child welfare involved and low-income children so they can access safe, affordable, quality care.
The Office of Community Engagement & Partnerships (OCEP), within ACS’ Division of Child and Family Well-Being (CFWB), works collaboratively with community residents, leaders, faith institutions, fatherhood providers and other stakeholders to 1) Promote goodwill and help deepen the community’s awareness of ACS’ programs, services and campaigns; 2) Connect the general public and vulnerable children and families to an array of community supports offered by ACS’ contract agencies; 3) Organize and convene the community through ACS’ 11 Community Partnership Programs and soon-to-be 30 Family Enrichment Center (FEC) networks; and 4) Build new partnerships that help to support equity and family safety, stability, and well-being.
To assist with the FEC expansion effort, OCEP is looking for three (3) FEC Program Managers who will support the program implementation and contract management functions of the FEC Program. They will build upon the existing infrastructure to support an innovative, data-driven, community-driven primary prevention program, rooted in community strength and resiliency and will also be responsible for the following:
• Oversee FEC contract deliverables and provide regular assessments to ensure successful outcomes and model fidelity
• Document best practices and convene learning exchanges with FEC communities, ability to embody and support the values of inclusion, community organization and engagement
• Seek opportunities to expand the program’s reach by conducting presentations; liaise with communities along with peers and leadership team
• Prepare written and verbal reports including bi-weekly updates, accomplishment reports, data and program summary and other administrative details
• Support program implementation by conducting site visits and performance assessments with the addition of invoices and budget modifications approvals
• Provide technical assistance and strategic planning support, assist with development of FEC Advisory Board
• Transfer knowledge of the Family Protective Factors Framework, Appreciative Inquiry, Participatory design, e.g. co-design community settings
• Conduct field visits (in-person or virtual) on a regular basis and be eager to meaningfully engage with and build cross-systems connections in communities over-represented within the child welfare system
• Foster strategic, cross-functional collaborations with peers within OCEP and across the agency
Minimum Qual Requirements
1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master’s degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master’s degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to “1” or “2” above. However, all candidates must have at least a master’s degree in an appropriate field of specialization and at least two years of experience described in “2” above. Two years as a City Research Scientist Level I can be substituted for the experience required in “1” and “2” above.
