Field Operations Liaison

The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of New York City’s children and families by providing child welfare, juvenile justice, and early care services. In juvenile justice, ACS manages and funds services including detention and placement, intensive community-based alternatives for youth, and support services for families.

The Division of Youth and Family Justice (DYFJ) is responsible for oversight and management of secure and non-secure detention services for juveniles (e.g., youths) and adolescent offenders awaiting disposition in family, criminal, and/or supreme courts.

Under general supervision of the Director of Field Operations, with wide latitude for independent action and decision, the Close to Home (CTH) and Non-secure Detention (NSD) Field Operations Liaisons are directly responsible for ensuring the safety and security as well as assessing public safety are being met while youths are at school and at the facilities. This position carries significant responsibilities for collaborating with ACS staff, CTH agencies, NSD agencies, Assistant Principals, School Counselors, Transition Specialists, and social workers to ensure appropriate placement of youth. The liaison will closely supervise residents and provider staff at NSD and CTH placement sites and assist in escorting and/or transporting residents to and from school, activities, all court locations, and other appointments.

The selected candidate will be responsible for performing the following duties:
• Coordinate trainings for NSD/CTH Placement staff on conflict resolution, utilizing appropriate de-escalation and restraint techniques.
• Conduct contraband and safety security inspections in accordance with the agency policy.
• Perform safety and security school inspections with resident movement and transitions for crisis intervention.
• Prevent absconds in NSD/CTH Placement schools.
• Observe and document residents’ behavior in agency logbooks.
• Participate in regular team meetings and case conferences.
• Maintain the fire safety logbook and conducts fire drills.
• Communicate with supervisors on all issues in a timely manner.
• Assist with both external/internal recreation activities.
• Prepare incident reports and collaborates with the Movement, Communications, and Control Unit (MCCU) on incident reporting when applicable.
• Utilize physical restraints (ESPI) when intervening in incidents to prevent injury to residents or staff.
• Coordinate with ACS and external stakeholders to track and record incident reports and follow up with residents and NSD/CTH Placement staff as necessary.
• Oversee the day-to-day operations at Department of Education (DOE) Passages Academy school sites.
• Monitor resident in school/facility environment.
• Coordinate, develop and implement program events at DOE District 79 Passages Schools, trips, tournaments, afterschool programming, teambuilding, health and fitness activities, and other offsite activities, including safety and security logistics.
• Collaborate with NSD/CTH Placement staff Directors and Assistant Principals to create and promote school safety plans and procedures to reduce behavioral incidents in the school.

Please Note,
• Mandatory overtime is required to ensure staff coverage.
• Work schedules may include weekends and holidays and/or based on agency’s need.
• Regular travel and/or reporting to CTH, NSD, DOE, courts, and other sites.

Minimum Qual Requirements

1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to “1” or “2” above. However, all candidates must have at least one year of experience as described in “1” above.

Preferred Skills

The preferred candidate should possess the following:
• Experience working with the younger population and their families involved in the juvenile justice or child welfare system.
• Excellent written, communication, and interpersonal skills.
• Proficiency in Microsoft Office tools, including Word, Outlook, and Excel.
• Flexible, diplomatic, and a team player

Additional Information

THE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN $59,116-$67,983.
