POSITION DESCRIPTION: Develops specifications and update additional assigned policy and procedures to ensure compliance with Department polices, Florida Statutes, Federal Laws, Federal Highway Administration (FHWA) and other agency requirements. Responsible for assigned chapters in the Construction Project Administration Manual (CPAM), Review and Administration Manual (RAM) and forms. Reviews specifications in area of expertise; including Final Estimates, Concrete and Earthwork.
Serves on task teams and other working groups that involve FHWA, Industry, and Districts in assigned areas of expertise. Provides technical assistance to the Districts and others when required. Keeps abreast of technology in areas of expertise. Makes recommendations for process change in the final estimates process. Reviews requirements to reduce or eliminate excessive paperwork/documentation.
Assist in the development of training material for Final Estimates as needed. Participate as instructor in assigned areas as needed. This duty requires qualification in areas of expertise.
Review Districts in areas of expertise to ensure compliance with Quality Assurance/Quality Control (QA/QC) plans. Review/update guidelines for compliance with latest specifications and polices. Conduct routine process reviews within the Districts.
Posts index for Fuel, Bituminous, Steel, and Producer Price Index and concrete.
KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of Department policies and procedures related to Final Estimates. Knowledge of Final Estimates process and manuals. Skilled in the use of a personal computer and the Department used software packages. Skill to effectively communicate technical information, both verbally and in writing. Ability to develop and interpret specifications. Ability to perform process reviews. Knowledge in preparing and presenting training classes. Ability to establish and maintain effective working relationships with others. Knowledge of engineering concepts, terminology, principles, and analytical techniques of Final Estimates, Concrete and Earthwork. Ability to manage diverse assignments simultaneously and track status of assignments.
OTHER JOB RELATED REQUIREMENTS: This position requires qualification in Final Estimates Level 1 and Level 2 through the Construction Training Qualification Program (CTQP). Must obtain within six (6) months and maintain thereafter. Some travel required.
MINIMUM QUALIFICATIONS: A high school diploma or its equivalent.
