The Opportunity
Abt Associates seeks a qualified Finance and Operations Director to support USAID’s Center for the Environment, Energy, and Infrastructure (EEI/NE) upcoming Improving Design, Evidence, and Learning (IDEAL) contract. The purpose of IDEAL is to provide support for all Program Cycle stages for biodiversity and climate change programming at USAID and to improve the Agency’s ability to design, implement, adaptively manage, monitor, and evaluate biodiversity and climate change activities. The USAID Program Cycle is the operational model by which USAID plans, delivers, assesses, and adapts its programming in any given country or region to achieve more effective and sustainable results. This contract is the primary vehicle through which EEI/NE will provide program cycle support to USAID’s field Missions via buy-ins.
As the Finance and Operations Director (FOD), you will be responsible for financial, administrative, and operational management and oversight of the expected IDEAL project and will ensure adherence to the requirements of the agreement. You will supervise and maintain oversight of all project staff and subcontractors, and establish the systems, procedures, and support functions needed to support project implementation and personnel. This position is full-time and reports to the project Chief of Party. The preferred location for this position is Rockville, MD but it is open for remote consideration.
The position is contingent upon award.
Core Responsibilities
- Lead and direct activities of an internal team to support contract administration, finance, human resources, procurement, and subcontracting.
- Oversee financial reporting and analysis, maintain the project budget within approved guidelines, and develop opportunities to improve spending efficiency and reduce costs.
- Establish and implement the financial, administrative, and reporting/tracking systems and support functions required for sound management of project financial resources in adherence to both USAID and Abt Associates policies.
- Develop and institute procedures for logistical support of all project activities (e.g. support for local and international STTA).
- Provide training to staff on project procedures as well as building skill-levels of project staff in the area of finance, administration, and project management.
- Directly supervise and manage the performance of the project’s administrative teams that may include finance, operations and IT officers, and program officers and assistants.
- Identify management risks, establish priorities, provide recommendations for improved systems performance and ensure compliance.
- Ensure the financial and administrative integrity of all business transactions and ensure that legal commitments are made in accordance with local law and US law where applicable.
What We Value
- Master’s Degree in Administration, Business, Management or relevant field.
- Minimum 10 years of relevant professional experience in contract administration, financial management, project management, and/or program operations.
- Five or more years of international project administration experience.
- Advanced skills in the areas of project management, customer service, collaboration and leadership.
- Successful track record as financial and operations manager.
- Experience successfully managing similar large-scale, complex USAID activities.
- Experience in multicultural environments and diverse teams.
- Knowledge and understanding of the USAID program cycle and ADS regulations.
- Fluency in English is required.

This position offers an anticipated annual base salary range of approximately $105,120.07 to $168,192.11 and may vary by ten percent depending on candidate geographic location. Salary offers are made based on internal equity and market analysis.
