Finance Department Manager

The Finance Department Manager position oversees the daily operation of the Finance Department with its controls in reconciling and reporting on all revenues and expenditures of the park district and the scheduling and supervising of the department’s staff. The Finance Department Manager works closely with the Business Services Director to develop appropriate techniques and processes to comply with the district’s financial policies and procedures.

Qualifications

B.S. degree in Accounting. Minimum of three (3) years accounting/financial management and supervisory experience. Working knowledge of computerized accounting software operations. Must be highly organized, accurate, flexible and willing to accept change to perform job tasks as needed.

Duties and Responsibilities

Essential Functions

a). Manage finance department staff and Purchasing Agent.

b). Oversee daily operations of the Finance Department.

c). Responsible for the flow and safekeeping of all monies to and from the park district.

d). Responsible for all accounting functions including general ledger, payroll, purchase orders, accounts payable, accounts receivable and recordkeeping.

e). Review Finance Department accounting processes, procedures and internal controls and update as needed.

f). Advise and report to the Business Services Director on cash flow, investments, bank account balances and other financial matters.

g). Coordination and preparation of month-end closing and reporting cycle.

h). Preparation of monthly financial statements and annual audit schedules for the Round Lake Area Park District and Friends of the Round Lake Area Parks Foundation.

i). Ongoing analysis of budget versus actual line item detail.

j). Work with staff on problem resolution in all accounting functions including general ledger, payroll, purchase orders, accounts payable and accounts receivable.

k). Maintain District’s State of Illinois records retention and disposal of documents.

l). Maintain and keep confidential information “Confidential.” This includes but is not limited to employee data and park district financial information.

m). Perform all job tasks within the rules and guidelines of the park district’s policies, procedures and safety program.

n). Perform related work as assigned.

Marginal Functions

a). Petty cash disbursements.

b). Filing, copying, keyboarding and sorting.

c). Retrieving office supplies.

d). Provide assistance with the foundation(s) associated with the park district.
