THE POSITION
Petaluma is seeking an outstanding Finance Director candidate that will have the opportunity to promote into the Deputy City Manager upon demonstration of the necessary skills and abilities. The Finance Director/Deputy City Manager assists the City Manager with planning, organizing, managing, and directing the overall activities and operations of the City government and directs, manages, and oversees the activities and operations of the Finance Department. This includes financial reporting, accounting, payroll, budget preparation, treasury function, debt administration, revenue management, utility billing, business licensing, and purchasing. The Finance Director/Deputy City Manager represents City policies and programs with City staff, community organizations, other agencies, and the public; coordinates activities among and with other departments; and provides staff assistance to the Assistant City Manager, City Manager, and City Council as directed by the City Manager. This position reviews City department’s annual budget requests and develops final expenditure recommendations for presentation to the City Manager; advises the City Manager and City Council on financial matters; serves as the City Treasurer and City Auditor; and provides highly responsible and complex administrative support to the City Manager.
This position also selects, trains, motivates, and evaluates personnel on a timely basis; provides or coordinates staff training; conducts performance evaluations; and maintains the necessary high standards for the efficient and professional operation of the Finance Department. The incoming Finance Director/Deputy City Manager must have the ability to plan, organize, manage, coordinate, and supervise the functions and services of the City to achieve efficient operations and program goals. A proven leader with the ability to establish and maintain cooperative working relationships will do well.
