The Finance Division Director provides leadership and direction over all finance activities of the City which includes overall management of an Enterprise Resource Planning (ERP) financial system and supporting subsidiary information systems used to deliver both internal and external City services and financial reporting.
Responsibilities
- Maintains the General Ledger accounting system and subsidiary financial systems, including city-wide chart of accounts; reviews coding, journal entries, reconciliation records and all postings within the system to ensure consistency with generally accepted accounting principles; prepares year end closes and new year openings of accounts.
- Coordinates all audits of financial systems including annual, compliance and federal single audits; prepares or ensures preparation of all audit related documents, schedules, reports, adjustments, and correspondence.
- Prepares Annual Comprehensive Financial Report (ACFR) for the City and all related supporting audit reporting.
- Provides accounting and reporting for enterprise fund operations.
- Provides accounting and reporting for tax increment and abatement funds
- Compiles, prepares, and submits interim and year-end reports for Department Heads, Administrative Services Director, City Administrator and City Council, including financial forecasts, Capital Improvement Programs (CIP), budgets, projects, and investments.
- Provides leadership of employees within the department, including direction to supervisory staff within the scope of City employment rules and standards. Reviews and/or ensures review of subsidiary work. Has overall responsibility for employment decisions including hiring, disciplinary action, performance review and termination.
- Manages cash funds and associated cash flow reports; prepares long range cash and debt service forecasts, analysis, and debt service scheduling; ensures proper funding of investment and cash accounts.
- Maintains bonded debt cashflows, debt service payments, arbitrage/rebate reporting. Assist in issuance of debt
- Assists with budget administration for all City departments, providing reports for five and ten-year budget preparations and monitoring budget activity in accordance with approved budgets.
- Develops and independently administers both finance department and City-wide finance policies.
- Stays current with compliance and general accounting principles through resourcing publications and educational opportunities.
- Performs all other related duties as requested or assigned.
Qualifications
Required
- Bachelor’s degree in Accounting, Finance, Public Administration, or closely related field
- Three (3) years of experience with governmental or financial accounting principles
- Three (3) years of experience with statements issued by the Governmental Accounting Standards Board (GASB) or the Financial Accounting Standards Board (FASB)
- Three (3) years of supervisory and performance management experience
- Proficiency in Microsoft 365 applications
Desired
- Five (5) years of governmental accounting or governmental audit experience
- Five (5) years of progressively responsible experience in a municipal, county, or state financial managerial position as an assistant finance director or comparable level
- Certified Public Accountant (CPA) credential
- Certified Public Finance Officer (CPFO) credential
- Master’s degree in Accounting, Public Administration, or closely related field
