Indiana Department of Environmental Management (IDEM):
Our mission is to implement federal and state regulations to protect human health and the environment while allowing the environmentally sound operations of industrial, agricultural, commercial, and governmental activities vital to a prosperous economy. We issue air, water, and solid and hazardous waste permits that restrict discharges to environmentally safe levels. Staff members inspect and monitor regulated entities; provide compliance and technical assistance; monitor and assess air, land, and water quality; use enforcement actions as necessary to ensure compliance; and respond to incidents involving spills to soil or waters of the state.

Salary:

The salary for this position traditionally starts at $59,800.00 but may be commensurate with education or work experience.

Role Overview:
This is the Program Director for the Office of Land Quality, Finance & Operations Section. The purpose of this position is to plan section goals and objectives and ensure those are met. The Finance & Operations Section is responsible for preparing the Office of Land Quality Budget and Spending Plans, tracking expenditures, preparing financial analysis, preparing requisitions for equipment and supplies, preparing grant applications, preparing contractual documents, as well as other operational needs of the office. This position works with a variety of branch chiefs, section chiefs, and assistant commissioners to provide technical and program expertise necessary to assist management with staff and financial program issues. Position researches complex problems and guides senior management staff on these issues. The employee is responsible for providing prior, current, and future year operating budget and expenditure information, serving as a liaison to internal stakeholders. The employee is responsible for reconciling procurement records and identifying anomalies in the utilization of encumbered funding. The employee will routinely interact and coordinate solutions with the program accounting department. This position is also responsible for the daily operational functions of the Office of Land Quality, which includes the Shadeland Office and four regional offices. These functions include building maintenance issues, telecommunications issues, cube assignments and modifications, state forms, a surplus of state equipment and furniture, procurement of goods and services, new employee orientations, new employee access and equipment, and inventory of equipment and software licenses.

As the Program Director, you will be responsible for administering a program within a state agency and serving as the specialist in a specific area. In this position, you will utilize education, consultation, cooperative programming, and coordination to accomplish goals.

A Day in the Life:

The essential functions of this role are as follows:

  • Establish and monitor program objectives, KPIs, and actions to achieve them.
  • Direct, plan, or implement policies, objectives, or activities of organizations or businesses to ensure continuing operations, or to increase productivity.
  • Interpret and explain policies, rules, regulations, or laws to organizations, government or corporate officials, or individuals.
  • Recommend and implement corrective action plans to solve program problems.
  • Prepare reports for approval, including those for funding or implementation of services.
  • Direct or coordinate the financial or budget activities to fund operations, maximize investments, or increase efficiency in the specified program.
  • Ensure program requirements meet federal and state policies and grant compliance.
  • Develop, and train employees or agency consultants on program requirements and usage.
  • Coordinate and deliver communication plans and communications.
  • Serve on boards of directors and management committees.
  • Serve on management committees or other governing boards.
  • Recruit, select, onboard, and train employees to ensure role responsibilities and expectations are clearly understood while providing opportunities to continue professional development.
  • Set expectations, measure progress, provide ongoing feedback, and evaluate the performance of employees. Ensure work adheres to quality standards, deadlines, and proper procedures.

What You’ll Need for Success:

You must meet the following requirements to be considered for employment:

  • Specialized knowledge in program subject matter obtained through experience and/or education.
  • Extensive knowledge of provider agencies and their programs and services.
  • Extensive knowledge of all source materials and references including federal and state laws governing the programs.
  • Ability to develop and implement new principles and policies and discern any far-reaching implications.
  • Ability to present to both internal and external customers, the public, government officials, and other stakeholders.
  • Analyzing information and evaluating results to choose the best solution and solve problems.
  • Ability to work effectively with a wide variety of stakeholders.
  • Ability to prepare monthly finance and accounting reports to maintain program budget and grants.
  • Ability to delegate work, set clear direction, and manage workflow.
  • Ability to effectively give feedback, provide guidance or corrective action, coach, and develop employee skillsets.

Supervisory Responsibilities/Direct Reports:

This role may serve as a team lead for an assigned work group.
