Job Summary
Under general supervision, performs responsible financial, statistical, budgetary and other management analyses in support of the development and administration of District and department budgets, including the preparation and/or review and analysis of financial plans and operations; develops and recommends improvement to business operations and processes; performs a variety of responsibilities that require application of professional accounting principles, standards and practices; and performs related duties as assigned.
Finance Senior Specialist is the advanced journey-level class the finance analyst class series. Under minimal supervision, the incumbent independently performs the most complex professional duties requiring the application of in-depth knowledge in analyzing and maintaining financial records and systems. An incumbent is expected to exercise considerable discretion and apply a thorough knowledge of generally accepted accounting standards, relevant laws and regulations, RTD policies and procedures. Incumbents may provide lead work guidance and direction or project management oversight to a small number of other professional or technical staff, but do not have full supervisory responsibility.
Essential Duties and Responsibilities

- Participates in the planning, development, implementation and monitoring of department and District-wide operating and capital budgets.
- Work closely with the grants department on budget, grants programming, and post grant reporting.
- With direction, develops, reviews, summarizes and analyzes financial plan projections and documents.
- Utilizes budget and accounting system software to perform in-depth revenue, expenditure, budgetary and other analyses.
- Monitors, tracks and analyzes actual performance against budget.
- Identifies potential issues and formulates recommendations to management.
- Drafts and/or analyzes budget proposals, requests and other related documents, including budget amendments.
- Performs other incidental and related duties as required and assigned.
Qualifications
Knowledge of:
- Principles, practices and terminology of general, fund, and governmental accounting including financial statement preparation and methods of financial and internal control and financial reporting.
- Internal control and some audit principles and practices.
- Accounting standards and requirements applicable to district operations and funding sources.
- Laws and regulations relating to the financial administration of public agencies.
- Principles and practices of business data processing particularly related to the processing of accounting and financial information and interpretation of input and output data.
- The operations and requirements of the district’s automated general ledger system
- Operations and uses of standard spreadsheet and other financial and business software.
- Research methods and analysis techniques.
- Excellent organizational and presentation skills.
- Principles and practices of sound business communication.
- Microsoft Office Suite, including Word, Excel, and PowerPoint.
- Proficient in English, spelling, grammar and punctuation.
- Policies and procedures of the assigned department.
Ability to:

Education, Training and Experience:
A typical way of obtaining the knowledge, skills, and abilities outlined above is:
Finance Senior Specialist:
Graduation from a four-year college or university with a major in public or business administration, finance, accounting or a related field; and at least five years of progressively responsible experience performing governmental budget and finance analysis or professional accounting work which included the design and installation of accounting systems, preparation of comprehensive financial statements and advanced cost accounting; or an equivalent combination of training and experience. One (1) additional year of the required experience may be substituted for each year (30 semester hours) of the required education.
Licenses; Certificates; Special Requirements:
A valid California Class C driver’s license.
Experience in a public transit agency or governmental setting is preferred.
