SPECIAL NOTES:
A bachelor’s degree from an accredited college or university in accounting is required.
Additional requirement:
- Three (3) years of experience in government financial reporting and financial statement compilation.
Preference:
- Possession of a CPA certificate accepted by the Florida State Board of Accountancy.
This position requires a security background check, including fingerprint as a condition of employment.
Employees of the Department of Financial Services are paid on a monthly pay cycle.

Minimum Qualifications for this position include the following REQUIRED ENTRY LEVEL KNOWLEDGE, SKILLS, AND ABILITIES:
- Knowledge of basic accounting and auditing principles, theory, and concepts.
- Knowledge of governmental accounting standards.
- Knowledge of accounting systems.
- Knowledge of internal control concepts, knowledge of methods of data collection and analysis
- Ability to utilize spreadsheet applications.
- Ability to collect, evaluate and analyze data to develop alternative recommendations and solve problems.
- Ability to organize data into a logical format for presentation in reports, documents, and other written materials.

BRIEF DESCRIPTION OF DUTIES:
This position is responsible for the oversight, planning, and review of activities of the Statewide Financial Statement Section. Key duties include the following:
- Prepare and publish the State’s financial statements, the Annual Comprehensive Financial Report (ACFR), in accordance with section 216.102, Florida Statutes (F.S.). The ACFR must be presented in accordance with generally accepted accounting principles and be published annually by February 28.
- Direct and oversee the preparation and submission of the Schedule of Expenditures of Federal Awards (SEFA) in accordance with requirements of the Office of Management and Budget Uniform Guidance (2 CFR 200.415, 200.501, 200.510).
- Direct and oversee the preparation and submission of the Statewide Cost Allocation Plan (SWCAP) in accordance with section 215.195, F.S.
- Direct the development and maintenance of accounting policies and ACFR, SEFA, and SWCAP requirements for the State. Develop and publish applicable guidance, including rules, manuals, and updated statutory language (as applicable). Provide technical assistance on accounting, financial statement, SEFA, and SWCAP matters.
- Coordinate communication and assistance with the Auditor General’s Office. Coordinate responses to the Governmental Accounting Standards Board (GASB), National Association of State Auditors, Comptrollers and Treasurers (NASACT), and other professional organizations, for exposure drafts and other information requests.
- Provide assistance to the Bureau Chief for administrative duties, special projects, and process improvements.
